Bidding for armored cars for a utility company has started in Kherson region

Kherson Oblast plans to purchase three specialized armored vehicles. The tender was announced by a utility company, and the vehicles are expected to be delivered by October 2025.

This is evidenced by data from the Prozorro electronic procurement system.

The Novokakhovka Passenger Utility Company Avtotsentr has announced a tender for the purchase of three specialized vehicles with armor protection of class 3 (PZSA-3) based on Ford Ranger Limited or its equivalent. The enterprise itself is located in Kozatske, an urban-type settlement.

The expected value of the procurement is UAH 18.6 million including VAT. The size of the minimum price reduction step is UAH 93 thousand, i.e. 0.50% of the procurement amount.

According to the announcement, the vehicles are to be delivered by October 10, 2025, to the company's address in Kozatske, Kherson region. Bids will be accepted until June 29, and the auction is scheduled for June 30.

The order will be placed under an open bidding procedure with the peculiarities provided for martial law. Payment terms are cash on delivery within seven business days after signing the acceptance certificate.

According to the technical specifications, the date of production of the vehicle should be no earlier than 2024-2025. A supplier wishing to participate in the tender must provide a confirmation letter providing a standard vehicle warranty for at least one year or 100 thousand kilometers.

In addition to armored elements, the vehicle must be equipped with an automatic fire extinguishing system in the engine compartment, heated windshield and other additional options. The level of protection of the vehicle must be able to withstand fire from AKM (7.62 mm bullet with a steel core) and AK-74 (5.45 mm bullet of 7H6 type) assault rifles.

In 2023, government agencies and enterprises across Ukraine actively purchased passenger cars at the expense of the budget - a total of about 3,500 cars worth more than UAH 3.6 billion were purchased.

Odesa region was one of the leaders in terms of spending: 137 cars were purchased for government agencies and enterprises for a total of UAH 152.3 million during the year. Mykolaiv region ranked seventh in terms of these figures, with 103 cars worth UAH 118 million. Kherson region spent UAH 60.7 million on 52 cars.
