A new company with a well-known owner offered the highest prices for road repairs in Mykolaiv

The newly created commercial enterprise Blahoustriy turned out to be the company that bid the highest prices for construction materials in Mykolaiv's road contracts. Despite this, the company does not own any equipment or real estate, and its staff, in addition to the director, consists of only four employees.
This was reported by Nikcenter, which analyzed the procurement of street and sidewalk repairs in Mykolaiv in April-August 2025.
The journalists checked the prices in the estimates for six main materials for road repairs - from sand and gravel to asphalt and curb stones. It turned out that Blahoustrii, together with the Zavodskyi district administration, was the company with the most expensive items in the contracts.
This company has appeared quite recently, but in six months it has already managed to receive contracts worth 6.5 million hryvnias. At the same time, the company does not have its own equipment or real estate - everything is rented. The staff consists of only four people plus the director. The newcomer received its first contract thanks to a dubious 'certificate of experience' from another company, and ten days after registration, it managed to 'brilliantly' complete work in Poltava region. This was enough to win a contract in Mykolaiv.
But in fact, the 'newcomer' has familiar faces. The company's owners, Dmytro Kalenyk and Maryna Ilyika, are connected to a number of companies that have been using budget money to repair roads in Zavodskyi district for years. In 2025, Favoritdorbud alone received 10 contracts worth 10.7 million. And when Ilyika moved from Favoritdorbud to Blahoustroi in June, the new company immediately became a favorite in the tenders. And the prices in its estimates went up: crushed stone and sand mixture went up by 25%, concrete by 13%, asphalt by 6%, and side stones by 30%.
Since the beginning of the year, eight city council departments have ordered 154 million hryvnias worth of road and sidewalk repairs in Mykolaiv. And in these estimates, the prices for materials differed by two to six times. The result is predictable - the overpayment from the city budget has already amounted to about UAH 6 million.
