A company with a reputation for overpayments wins a tender to repair the building of the Mykolaiv Oblast Recovery Service

A Mykolaiv-based firm that was featured in journalistic investigations for overpayments has won a tender to reconstruct a building into a shelter. In total, since 2024, it has already received government contracts worth more than UAH 142 million.
This is according to the Prozorro electronic procurement system.
In July, the Service for Infrastructure Restoration and Development in Mykolaiv Oblast announced a tender for the reconstruction of an administrative building with the subsequent arrangement of a radiation shelter. The contractor has to complete the work by May 31, 2026.
The auction was held on July 29. Two companies took part in the auction: BC Interbud LLC and Bereg Trans Bud LLC. The latter won - the company's offer was UAH 396 thousand lower than the expected purchase price. The company is currently awaiting a decision to sign a contract worth UAH 16.8 million.

According to the YouControl service, Bereg Trans Bud LLC was registered in Mykolaiv in 2021, has a registered capital of UAH 3 million and is owned by Ruslan Bohlayov. He also owns four other construction companies. Although Bereg Trans Bud has already been mentioned in journalistic investigations due to possible overpayments in contracts, the company does not appear in criminal proceedings.
The company has been working with public procurement since 2024. During this time, it has already won contracts worth more than UAH 142 million, of which more than UAH 115 million were awarded in 2025. Key customers: PJSC Mykolaiv CHP, Kherson CHP, Kirovohrad Regional State Administration, Beryslav City Council, and others.

In March, the company received another contract for the construction of a new radiation protection shelter in the village of Urozhayne in Kherson region. The works are financed from the local budget and cost almost UAH 10 million. In addition, the Usativ village council in Odesa region held a tender for the construction of a civil defense shelter for 200 people near the Mizhlymanska gymnasium in the village of Naberezhne. The only participant and winner was this company.
