Reconstruction of the Nahirnya irrigation system has risen in price for the second time

The Department of Capital Construction and Roads of the Odesa Regional State Administration has announced a search for a contractor to reconstruct the main canal of the Nahirnyanska irrigation system in Izmail district.
The announcement was posted in the Prozorro electronic procurement system, according to the Center for Public Investigations.
According to the system, this is an adjusted reconstruction project, so the expected cost of the procurement is currently UAH 45 million 760.4 thousand.
The auction in the format of open bidding with special features is scheduled for November 1.
It should be noted that this is the second adjustment of this project. In December 2023, the department already conducted a procurement for this reconstruction. At that time, the expected cost reached UAH 42 million 688.4 thousand, and two companies took part in the auction - Cascade-Nika Limited Liability Company and Westinvestbud Private Enterprise. Despite the fact that the offer of the LLC was cheaper - UAH 38 million 605.7 thousand against UAH 42 million 664.4 thousand requested by the private enterprise, the agreement was concluded with Westinvestbud.
At that time, the department announced auctions for the overhaul of three irrigation systems - Izmail, Tashbunar, and Nahirnyanska - in the Izmail district.
This was the first adjustment to the project, and the first procurement for this system was held in October 2021, with an expected cost of UAH 22 million 841.6 thousand. At that time, two companies also took part in the auction - Stroy Empire LLC and Odesa Engineering Networks LLC.
"Stroy Imperiya was ready to work for UAH 18.5 million, but the agreement was signed with Odesa Engineering Networks, which was ready to work for UAH 21 million 280 thousand. However, in 2022, the agreement was terminated by mutual agreement and the company did not receive any money.
It is expected that the replacement of the main canal pipeline will minimize water losses and expand the irrigated area to 3,200 hectares.
