Privatization of a plant in Mykolaiv region is under threat: prosecutors demand to terminate the deal

Mykolaiv Prosecutor's Office demands that the asphalt plant be returned to the state due to violations of privatization terms. The plant is worth more than eighteen million hryvnias.

The Voznesensk District Prosecutor's Office of Mykolaiv Oblast has filed a lawsuit to terminate the privatization agreement for state property worth more than UAH 18 million.
In 2019, the Regional Office of the State Property Fund of Ukraine in Odesa and Mykolaiv regions entered into a sale and purchase agreement with an individual, transferring into private ownership an asphalt concrete plant in Pivdenoukrainsk with an area of more than 1,200 square meters worth UAH 18.9 million.
According to the terms of the agreement, the buyer was obliged to pay for the facility, dismantle the old plant building and improve the site, preparing it for use in the energy sector.
However, three years later, the buyer failed to fulfill these obligations, which was left without proper control by the privatization authority. In view of this, the prosecutor's office filed a lawsuit on behalf of the state, demanding termination of the contract and return of the plant to state ownership.
The court accepted the case for consideration, and the proceedings are currently ongoing.
In early November, the High Anti-Corruption Court scheduled a hearing on the misappropriation of UAH 12.3 million in the case of the executives of the South Ukrainian Nuclear Power Plant. In 2011-2012, the head of one of the departments, Dmytro Sokolov, together with businessman Dmytro Lysenko, used his official position to misappropriate funds from the state-owned Energoatom enterprise using controlled companies.
When purchasing equipment - air conditioning systems, refrigeration and ventilation units - overpriced prices were set, resulting in losses of UAH 12.3 million.
In September, a preventive measure was imposed on the director of a commercial enterprise from Kyiv region suspected of misappropriating budget funds. The suspect now faces up to 12 years in prison. The case concerns the construction of a bridge crossing in Voznesenskiy district. An agreement was signed with the entrepreneur to perform work worth more than 44 million hryvnias, but he did not perform the work.
Also in Mykolaiv region, a contract for the construction of a shelter was concluded without open bidding. The cost of the work was over UAH 33 million. In 2021, the contractor was accused of embezzling budget funds. The case was closed due to the expiration of the pre-trial investigation, although the Mykolaiv Prosecutor's Office tried to overturn this decision in court, but in vain.
