The Infrastructure Restoration and Development Service in Kyiv Oblast has conducted a procurement to select a contractor to build a multi-level interchange on the M-05 Kyiv-Odesa public road of national importance.
According to the Prozorro electronic procurement system, the tender was held in the format of an open tender with the participation of a single company, Avtomagistral-Pivden Limited Liability Company.
If the deal is concluded, the company will have to complete the work by September 30, 2025, and receive an estimated UAH 441 million 596.2 thousand for it.
According to YouControl, the owners of Avtomagistral-Pivden LLC until September 2022 were Valeriy Korotkov and Oleh Nalyvanyi from Odesa. Currently, the ultimate beneficiary is Oleksandr Boyko, a resident of Odesa region. At the same time, Nashi Hroshi noted that its owner may actually be businessman Oleksandr Zhukov, a former father-in-law of Roman Abramovich and "one of the most influential representatives of the group that controls Odesa through Mayor Hennadiy Trukhanov." According to them, Rostdorstroy LLC also falls within Zhukov's sphere of influence. However, the head of Avtomagistral-Pivden denied the information that the company is controlled by Trukhanov's entourage.
According to LIGA.net, construction on that site began in 2020, and the work was carried out by the Azerbaijani company Evrascon, which managed to install supports for the future overpass and begin construction of a turnaround tunnel. Evrascon was supposed to build two interchanges on the M-05 Kyiv-Odesa road (km 15+390 - Chabany, km 21+847 - Vita-Poshtova) and one on the M-06 Kyiv-Chop road (km 21+767 - Stoyanka) as part of the project "Improvement of the transport and operational condition of highways on the approaches to Kyiv". It is funded by loans from the European Investment Bank and the European Bank for Reconstruction and Development.
Initially, the project was supposed to build five interchanges, but the Kyiv City Council did not allocate land for two. Construction stopped due to the full-scale war.
In September 2021, due to the construction of a traffic interchange on the M-05 Kyiv-Odesa highway near the village of Vita-Poshtova, the road in the direction of Kyiv was blocked from September 7 to October 25.
