Odesa police decided to buy an alarm system for 7 million

The Security Police Department in Odesa region has selected a supplier of sound and visual alarm devices worth UAH 7 million 632.2 thousand.

The relevant information was published in the Prozorro electronic procurement system.

The procurement was divided into three lots: lot 1 - Jeweller kits; lot 2 - Jeweller control panels; lot 3 - Jeweller wireless devices, and the only participant in all three parts of the procurement was Secur Integration Limited Liability Company.

The company expects to receive UAH 2 million 630.4 thousand for the first lot, UAH 2 million 144.7 thousand for the second lot, and UAH 2 million 745.9 thousand for the third lot. According to the YouControl service, Sekur Integration LLC was registered in Volyn region in 2014. The owner is Petro Ivasyuk.

Meanwhile, potential bidders raised questions to the police, who believed that the procurement conditions contained signs of discrimination. In particular, the police demanded letters from the manufacturers of the proposed goods indicating the status of the participant and warranty obligations for the goods. All letters from the manufacturers were to be addressed to the customer of the tender, indicating the number of the announcement in the central database of the Prozorro system.

"We demand that the requirement to provide a letter from the manufacturer be excluded from the Tender Documentation. Satisfaction of the request will lead to the restoration of our rights and legitimate interests as a potential participant in this procurement and will allow us to participate in this procurement on equal terms. If our request is not satisfied and the outright discriminatory requirements for the subject of public procurement are maintained, we will appeal this decision to the AMCU," the post reads.

The police, in turn, responded that the requirement to provide letters from manufacturers will provide the customer with information on

  • the status of the participant (authorized partner, distributor, etc.) - this information will confirm the relationship between the manufacturer and the participant in a certain status;
  • indication of warranty obligations for the goods - this information indicates the declaration of warranty obligations directly by the manufacturer of the offered goods, respectively, the participant will not be able to provide a shorter warranty period for the goods than the one specified by the manufacturer;
  • confirmation that the manufacturer is familiar with the subject of procurement.

Thus, the police refused to fulfill the requirements of the authors of the question to the tender.
