Mykolaiv water supply reconstruction scandal: court and auditors find violations worth millions

The Commercial Court of Mykolaiv Oblast has invalidated three more contracts between the Urban Development Department of the Mykolaiv Oblast Military Administration (OMA) and OdesaSpetsenergo LLC for the reconstruction of a main water supply system. The total amount of these agreements is over UAH 128 million.
This was reported by Nikcenter with reference to the register of court decisions.
It is about the reconstruction of three sections of the main water supply system:
- Sadova Street (from Chkalova Street to Nikolska Street) - UAH 41.9 million.
- Tsentralnyi Avenue (from Marshal Vasilevsky Street to 3 Slobidska Street) - UAH 44.5 million.
- Central Avenue (from 3 Slobidska Street to Mala Morska Street) - UAH 42.3 million.
Since the works had not been started, no payment was made from the budget, and the contracts were terminated by agreement of the parties. The court found that OdesaSpetsenergo's proposals did not meet the requirements of the tender documents.
The State Audit Service of Ukraine also found violations during the tender and recommended rejecting the company's proposals. However, the department did not provide the necessary information for the investigation, which led to additional requests from the auditors. In November, the court also invalidated the contract with Mykolaivmiskbud LLC for UAH 38.8 million.
Earlier, Intent wrote that international partners refused to finance the construction of a new water pipeline for Mykolaiv, which was supposed to supply water from the Southern Bug in the New Odesa area under an accelerated procedure.
Later, the head of the Recovery Agency, Serhiy Sukhomlyn ,said that the newwater supply system for Mykolaiv, which supplies water from the Southern Bug, is planned to be commissioned by the fall of next year.
