The case of the former deputy head and the current head of one of the departments of the Odesa Regional State Administration was brought to court. They are accused of abuse of office, which caused damage to the state in excess of UAH 9 million.
This was reported by the Specialized Anti-Corruption Prosecutor's Office.
The SAPO does not name the officials, but the details of the case suggest that it is Oleh Muratov, among others.
According to the investigation, in 2022, he acted in collusion with the head of the public procurement monitoring unit of the Department of Economic Policy and Strategic Planning of the Odesa Regional State Administration to organize the purchase of food to meet the needs of the population at unreasonably high prices. Such actions of the officials caused losses to the state of more than UAH 9 million.
Investigators also found that the deputy head of the Odesa Regional State Administration offered the head of one of the structural units of the Odesa Regional State Administration to help her avoid possible criminal liability for a monetary reward. He was exposed immediately after receiving the bribe in the amount of USD 27,000.
The actions of the former deputy head of the Odesa Regional State Administration were qualified on the grounds of crimes under Art. 27(3) and (4), Art. 28(2), Art. 364(2), Art. 190(4), Art. 15(2), Art. 369(3) of the Criminal Code of Ukraine. The head of the department was charged with Part 2 of Article 28, Part 2 of Article 364 of the Criminal Code of Ukraine.
The SAPO added that one of the suspects and his lawyer abused their procedural rights, in particular, they took an unreasonably long time to familiarize themselves with the criminal proceedings, so the court, at the request of the prosecutor, limited the period of familiarization until 08/31/2024.
Earlier, the Fifth Administrative Court of Appeal denied Muratov's request to be assigned to a panel of judges.
Also, the former deputy head of the Odesa Regional Administrative Court , who was dismissed on suspicion of corruption , appealed to the Court of Appeal against the decision of the District Administrative Court, which refused to reinstate him in his position.
In early January , the head of the Odesa Regional Military District Administration, Maksym Marchenko, dismissed his deputy, Oleh Muratov, who was suspected of taking a bribe.
On the evening of January 9, the Primorskyi Court of Odesa granted the prosecutor's request and suspended Oleh Muratov, deputy head of the Odesa Regional Military Administration, from his duties.
On the morning of January 9, it became known that Oleh Muratov was released from the pre-trial detention center on bail of UAH 3 million 220,800.
