The Department of Urban Development, Architecture, Land Management, Ecology, Housing and Communal Property of the Mayakivske Village Council of Odesa Oblast overpaid for some construction materials during the UAH 84.7 million renovation of a school in Nadlymanske village.
In particular, according to journalists of the Nashi Hroshi publication, hot-rolled reinforcing steel of periodic profile of class A3 with a diameter of 12 millimeters was purchased at inflated prices. The contractor's estimate included the purchase of this rebar at UAH 60,306 per ton, while journalists in Odesa found it at UAH 34,50 per ton and even at UAH 32,368 per ton, which is 45% cheaper on average.
Unplasticized polyvinyl acetate dispersion is bought during repairs at a price of UAH 292 per kilogram, while journalists on the Internet found it at UAH 148-175 per kilogram, depending on the packaging, and at UAH 113 per kilogram. Thus, market prices are one-third to 2.5 times lower.
Ceresit ST 190 dry adhesive mix is listed at UAH 24 per kilogram, but can be found in Odesa for UAH 18.76-14.4, which is at least a quarter cheaper.
Single-seat anti-scoliosis tables with height adjustment were ordered at UAH 2,856 per piece, but can be found for UAH 2,34 or even UAH 1,392.
The U-shaped chair on a round Lime tube was priced at UAH 1,920 each, and journalists found it on the Internet for UAH 1,360-1,164.
According to the publication's estimates, the potential overpayment for these five items alone could amount to about 858 thousand hryvnias.
In the final list of resources, the largest amount is for a lift for people with disabilities - 1.89 million hryvnias. Its characteristics and dimensions are unknown. However, in October, Nikopol Hospital No. 4 purchased three elevators of different sizes for UAH 1.54 million, UAH 1.73 million, and UAH 1.95 million. They were designed for five and seven floors, while the Nadlyman school has two floors.
Based on the results of the tender, on October 25, the department ordered Stani Magnum LLC to overhaul the school in Nadlymanske village for UAH 84.7 million.
According to the YouControl service, Stany Magnum LLC was registered in Dobroslav, Odesa Oblast, in 2001. The owner and director is Olga Kumatrenko.
Initially, the school was repaired during the "Great Construction" in 2020-2021, and during the full-scale invasion, the procurement was canceled due to the outrage of the residents of the region. Subsequently, due to project adjustments, the contract price was reduced from 44 million to 18.89 million. In 2021, additional work was ordered as a separate lot, the cost of which was also reduced from UAH 13.79 million to UAH 5 million for the same reason.
