Journalists find overpriced prices of 12 million during renovation of infectious diseases hospital in Odesa

Journalists investigated a tender for the restoration of an infectious diseases hospital in Odesa. The works worth UAH 148.63 million will be performed by the Avis consortium, which received the order almost without competition. An analysis of the estimate and tender conditions revealed a number of suspicious aspects.

Under the contract, it is planned to restore the Valikhovsky building (letter "M") of the city infectious diseases hospital on Pastera Street by the end of 2025. The work includes the restoration of the foundation, walls, floors, ceilings, installation of elevators, ventilation, heating, air conditioning, water supply and sewerage, as well as fire alarm and lightning protection systems.

The project is funded by a loan from the European Investment Bank through the Ukraine Recovery Program, and the value added tax is covered by the local budget.

The journalists drew attention to significant discrepancies between the prices of materials in the contract and market prices.

  • Ceramic tiles for walls are estimated at UAH 1,656 per square meter. Previously, a similar customer purchased it at UAH 1,174 per square meter, which is 29% cheaper.
  • Doors made of Eurobrus wood are included at 55,800 UAH/square meter, although other similar tenders show a price of 30,320 UAH/square meter, which is 84% cheaper.
  • Mineral wool boards by Technoacoustic are valued at 5,460 UAH/sq m, while their retail price in Odesa is about 3,000 UAH/sq m.
  • The Ceresit CM 11 adhesive mixture is priced at UAH 24/kg, although it costs UAH 12/kg in stores.
  • Wooden windows will cost the budget 54,600 UAH/sq. m, while the market value is about 42,264 UAH/sq. m.

The estimated overpayment for these and other items can reach UAH 12.51 million. For comparison, this amount is enough to purchase more than 700 FPV drones.

The Avis consortium was awarded the contract without any real competition - its offer was only UAH 600 cheaper than the expected cost. The conditions of participation were formulated in such a way that they significantly limited the range of possible contractors. For example, they required feedback from the client, addressed specifically to the Capital Construction Department, and issued no earlier than the tender announcement.

The Avis consortium was formed by two Odesa-based companies, SK Avtostroy and Inzh-Stroy. The former was for some time a member of the RDS group, along with Rostdorstroy, which is said to be close to Odesa Mayor Gennadiy Trukhanov.
