Izmail Commercial Sea Port plans to purchase road slabs at an inflated price

At the end of last week, the state-owned enterprise Izmail Commercial Sea Port signed an agreement with Odisei UA LLC for the purchase of road slabs. The overpayment may amount to more than UAH 10 million.

Intent learned about this from the public procurement website Prozorro.

The state-owned enterprise announced theopen tender with special conditions on August 6. Only one participant, Odyssey UA LLC, applied for the tender. On September 17, the seaport announced its intention to enter into an agreement with it, and on September 27, the agreement was signed.

According to the document, the company plans to purchase 1,875 PZhU 16.12,3.1.4 slabs for UAH 4,591, 450 PZhU 16.6,15.1.4 slabs for UAH 2,864, 1,000 1P30.18-30 road slabs for UAH 10,881, and another 500 PAG-14 airfield slabs for UAH 23,164. The cost of the slabs is indicated without VAT. So in reality, they will be 22% more expensive.

The same slabs can be bought much cheaperon the market. For example, PZhU 16.6, 15.1, 4 slabs cost UAH 1, 881.60each, 1P30.18-30 road slabs cost UAH 9,732, and PAG-14 airfield slabs cost UAH 17,800. The only one where the price is not too high is for PZhU 16.12,3.1,4 slabs - their price is 4 thousand 916 hryvnias.

So, in total, the state-owned enterprise plans to spend UAH 32.3 million on the purchase of these slabs, and could have saved UAH 10.1 million. In today's realities, this means at least 10 mavicomputers or up to five radar stations.

According to Youcontrol, Odyssey UA LLC has been on the market for one year and four months. It is mainly engaged in wholesale trade in other machinery and equipment. The owner of the company is Gennadiy Ratov from Mykolaiv. Odyssey UA started participating in public procurement only this year. The value of the deals ranged from 200 thousand hryvnias to a million. There were five of them in total. The last one, signed with the Izmail seaport, is the sixth and most expensive.
