Homeless status, apartment registration and dubious rulings: what a judge from Mykolaiv concealed

A Mykolaiv judge who has repeatedly submitted his candidacy for higher judges was registered as homeless and managed to save only half a million hryvnias.

In 2010, Mykola Voynarovskyi sold his one-bedroom apartment in Mykolaiv for 21,940 hryvnias, which corresponded to about 2,500 US dollars at the then exchange rate. The following year, he registered with the Mykolaiv Center for the Registration of Homeless Citizens, registering for a period of time to improve his living conditions. In 2020, the judge returned to his previous apartment, declaring that he was renting one room and paying only for utilities.
According to his declarations for 2022-2023, his income amounted to over UAH 3.1 million. However, he still indicates rented housing, and his declarations include new apartments every year. The judge also did not declare a car or valuables, and his only savings are 590 thousand hryvnias in cash, which have remained unchanged since 2020.
An administrative report was also drawn up against the judge for driving while intoxicated.
The judge had a case in progress in which the driver had an alcohol level 9 times higher than the legal limit, but the judge considered the case only after the expiration of the period of prosecution, for a light workload at that time. This happened in at least 45 other cases.
In 2017, the judge's mother purchased a 694-square-meter land plot in Koblevo for UAH 28,000, which was significantly below market value.
Judge Voynarovskyi was appointed to his position in 2010. He has already applied for a position in the High Council of Justice and the Commercial Court of Cassation of the Supreme Court. He has also applied to the Constitutional Court of Ukraine and the Mykolaiv Oblast Court of Appeal. On March 23, 2024, Voynarovskyi dropped out of the competition for the position of CCU judge due to non-compliance with the criteria of moral qualities.
Recently, the High Council of Justice decided to dismiss the judge from the Malynovskyi District Court. Intent reported what was interesting in his declaration. The Public Integrity Council accused Serhiy Cherevko of failing to declare his property in time and of not being able to convincingly explain how his relatives bought cars.
Earlier, the Center for Public Investigations examined 45 declarations of last year's lawyers who served as chairmen of 38 courts in Odesa and the region in 2023. Among other things, the journalists investigated which judge has more land, which judge drives which car, and what other things the judges like besides money.
In addition, nine more occupation judges from Crimea were convicted in absentia of treason. This brings the total number of such judges on the peninsula to over 100. Under the public prosecution of the Prosecutor's Office of the Autonomous Republic of Crimea and Sevastopol, nine more occupation "servants of Themis" who administer "justice" on behalf of and in the interests of the aggressor state were sentenced in absentia.
