Artsyz decided to look for a contractor for the 99 million tender for the second time

The Department of Education, Youth and Sports of the Artsyz City Council of Bolhrad District, Odesa Region, has re-announced a tender for the reconstruction of a school worth UAH 99 million.
The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.
The auction is scheduled to take place on November 6 in the format of open bidding with special features, and the work should be completed by December 31, 2025.
The results of the previous tender were canceled. The customer and the contractor agreed to terminate their obligations under the contract. Earlier, however, journalists reported violations in the 99-million-dollar tender for the repair of a school in Artsyz. Nashi Hroshi analysts believe that the reconstruction included x1.5 times the cost of construction materials and low wages.
The agreement was signed with Monolith-Center LLC. The company was awarded the contract without competition, as no one else came to the open bidding. To participate in the tender, it was necessary to bring two completed similar contracts for construction, restoration, reconstruction or overhaul over the past four years, taking into account martial law, with a value of at least 30% of the expected amount. In addition, the customer required confirmation of the average annual turnover over the past four years, taking into account martial law, of at least 50% of the expected amount. The bidder also had to confirm the availability of a certain amount of equipment with certain characteristics and employees with certain qualifications.
The Kharkiv-based company Monolith-Center is owned by Yevhen Musienko from Kramatorsk and managed by Ivan Litovchenko.
The Artsyzka community has planned to reconstruct the educational building of Artsyzka Lyceum No. 5 for UAH 100 million, most of which is expected from the European Investment Bank in January.
