Ukraine's Military Registration Rules: Key Changes for 2024 Conscripts

According to the Law of Ukraine "On Military Duty and Military Service," male citizens of Ukraine who turn 17 in the year of military registration are registered for military service.That is, if a citizen turns 16 in 2024, he or she must be registered in 2025, the Ministry of Defense of Ukraine explained.

Military registration

Conscripts and persons liable for military service must be registered with district (city) military commissariats.

The following persons must be registered for military service

  • assigned to conscription stations;
  • Those who have arrived from other areas (administrative-territorial units) of Ukraine or from abroad to a new place of residence;
  • persons who have acquired Ukrainian citizenship and are subject to registration with military commissariats in accordance with the Law.

Persons liable for military service must be registered for military service

  • those discharged from military service in the reserve;
  • those who have terminated alternative (non-military) service upon expiration of the term of their service or early in accordance with the Law of Ukraine "On Alternative (Non-Military) Service"
  • Persons liable for military service who have arrived from other localities (administrative-territorial units) of Ukraine or from abroad to a new place of residence;
  • discharged police officers, officers and privates of the Ministry of Internal Affairs of Ukraine, the Operational and Rescue Service of Civil Protection (except for persons enrolled in the civil protection service in accordance with the procedure established by the Civil Protection Code of Ukraine, prior to military service), the State Criminal Executive Service of Ukraine, the central executive body that ensures the formation and implementation of the state tax and customs policy;
  • those who have acquired the citizenship of Ukraine and are subject to registration as persons liable for military service in accordance with the Law;
  • excluded from the military registration of the Security Service of Ukraine and the Foreign Intelligence Service of Ukraine;
  • exempt from conscription for regular military service;
  • those who have reached the age limit (27 years) while being registered for military service.

To be registered for military service, you must personally appear at a military registration and enlistment office.

Documents required:

  • application for military registration;
  • passport
  • identification code
  • military registration document;
  • birth certificates of children (if any);
  • a letter of discharge from a housing facility.

Upon arrival at a new place of residence, conscripts and persons liable for military service are obliged to register for military service within seven days and to withdraw from the military registration no earlier than three days before leaving the place of residence.

In wartime, it is prohibited for conscripts and persons liable for military service to leave their place of residence without the permission of the district (city) CMC and JIC.

Military registration document

Conscripts, persons liable for military service, reservists and servicemen are issued a military registration document.

A military registrationdocument is a document that determines the affiliation of its holder to the performance of military duty, which is issued (created) and issued to a citizen of Ukraine who is a conscript, liable for military service or a reservist, including if he or she was excluded from the military registration of conscripts, liable for military service and reservists and did not receive such a document before the entry into force of the Resolution of the Cabinet of Ministers of Ukraine of May 16, 2024 No. 559 "On Approval of the Procedure for the Registration (Creation) and Issuance of Military Registration Documents".

The military registration document is issued (created) and issued (replaced):

  • in electronic form - by means of the electronic office of a conscript, person liable for military service, reservist or the State Web Portal of Electronic Public Services in the Field of National Security and Defense or the Unified State Web Portal of Electronic Services, in particular using the mobile application of the Diia Portal;
  • in paper form.

During the period of mobilization (except for targeted mobilization), authorized representatives of the territorial center for recruitment and social support or police officers, as well as representatives of the State Border Guard Service, have the right to demand from male citizens aged 18 to 60 years a military registration document (including in electronic form) together with an identity document.

During the verification of documents, the citizens' affiliation with military duty is checked, their personal data and military registration document data are compared with the military registration data of the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists of the CMC and JV. Representatives of territorial recruitment and social support centers, state border protection bodies or their structural subdivisions of the State Border Guard Service and police officers may use technical devices, means and specialized software with access to the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.
