How to get a subsidy for solid fuel in winter and what documents are needed

As the weather gets colder in Ukraine, the heating season is approaching. It is quite a challenge to get through it in the face of Russian aggression, but Ukrainians can apply for a subsidy to buy firewood or other solid fuels. This assistance is intended primarily for households without gas supply or centralized heating.

Who can receive a subsidy:

The lawyers of the free legal aid system ensure that the following people can receive a subsidy for the purchase of firewood and solid fuel both before and during the heating season

All citizens of Ukraine, especially those living in households without gas supply or centralized heating;
foreigners and stateless persons who legally reside in Ukraine , primarily in households without gas supply or centralized heating.

When a solid fuel subsidy is granted:

If the house where the recipient of the subsidy lives does not have centralized heating;
if the house does not use gas or electricity for heating.

Where to apply

In person to:

The Pension Fund of Ukraine (PFU);
Village, town, city council or military administration;
ASC.

Online through:

web portal of electronic services of the Pension Fund of Ukraine;
the website of the Ministry of Social Policy;
Diia portal.

What documents are required:

application;
income declaration;
income certificate - if the declaration contains income that is not available from the State Tax Service (STS) or the Pension Fund.If such income cannot be confirmed by a certificate, a written explanation indicating its amount;
a copy of the agreement on the restructuring of debt for housing and communal services (if available and if necessary);
housing lease agreement (if available and if necessary);
court decision (if available and necessary);
other documents (if available and necessary).

How long does it take to process an application?

According to the law, an application for a subsidy for the purchase of firewood or other solid fuel is considered by the relevant authority within 10 calendar days.
