Heating benefits and housing subsidies: to whom and how they are accrued

The heating season has started in Ukraine. Accordingly, the Pension Fund of Ukraine has already recalculated housing subsidies for this period.
According to the agency, for the majority of citizens receiving pensions in Ukraine, this calculation was made automatically. The amount of the subsidy was also automatically recalculated for households whose subsidy amount in the summer was UAH 0.00.
How the housing subsidy is calculated
Thehousing subs idy is calculated taking into account the duration of the heating season from October 16 to April 15 inclusive (clause 70 of the Regulation on the Procedure for Granting Housing Subsidies, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 848 dated 21.10.1995 "On Simplification of the Procedure for Granting Subsidies to the Population for Reimbursement of Expenses for Housing and Utility Services, Purchase of Liquefied Gas, Solid and Liquid Heating Fuel").
The announcement states that the amount of the subsidy for October was determined taking into account the cost of residential heating services - individual gas or electric heating, as well as district heating. The calculation covers the period from October 16 (16 days). The calculation of the housing subsidy for the heating season 2025-2026 takes into account household income for the first and second quarters of 2025. Pension income is taken into account in the amount of the accrued pension for August 2025.
For persons who heat their homes exclusively with solid fuel (do not have centralized heating and do not use natural gas or electricity for heating), the legislation provides for the provision of a housing subsidy or a benefit for the purchase of liquefied gas, solid and liquid household stove fuel.
The agency noted that information on the accrued subsidies can be found in the personal account on the web portal of electronic services of the Pension Fund of Ukraine in the section "My subsidy".
Who should apply for a subsidy?
It is noted that citizens who plan to receive a housing subsidy for the first time should contact the territorial body of the Pension Fund.
Also, those who have received a housing subsidy, but as of October 1, they have had changes in the composition of registered household members or in the family of a household member, or in the list of housing and communal services used by the household, should apply to the Pension Fund.
People who have not been granted a subsidy for the non-heating period due to debts that have already been repaid, or who have signed a restructuring agreement or have challenged the issue of utility debt in court, can also apply for a housing subsidy.
What documents must be provided
To apply for a housing subsidy, an application and a declaration (in the prescribed forms) are required.
Depending on the circumstances, other documents may be submitted (if available). For example:
- housing lease agreement - if the applicant lives in rented housing
- a copy of the debt restructuring agreement - if there is a debt and the relevant agreement has been concluded;
- IDP certificate - in case of applying for a housing subsidy at the place of actual residence.
The PFU also added that if a person is eligible for a housing subsidy but has not yet applied for it, he or she should contact the Fund.
This can be done in one of the following ways
- online - through the web portal of electronic services of the Pension Fund of Ukraine or the mobile application "Pension Fund of Ukraine";
- in person - at any service center of the Pension Fund of Ukraine;
- by mail - to the address of the relevant territorial body of the Fund.
The Ministry emphasized that if the documents are submitted by November 30, the housing subsidy will be granted from the beginning of the heating season. If the application is submitted after this date, the subsidy will be granted from the month of submission of the documents.
