How to register a car that is no longer in use

Loss of private vehicles is one of the consequences of the massive shelling of Ukraine. Burnt-out car frames remain on the streets as a reminder of the war. However, if a car is completely destroyed, the owner is still listed as a vehicle. One way out is to have the car wrecked at a service center of the Ministry of Internal Affairs. The Main Directorate of the National Police in Odesa Oblast draws the attention of citizens to how this issue can be resolved quickly and environmentally friendly.
The procedure allows you to deregister a car that is no longer in use. It is free, fast and official.
What is culling?
Vehicle culling is the official recognition of a vehicle as unsuitable for further use. After the procedure, it is deregistered, and the owner is no longer responsible for it.
Since the beginning of the year, 1838 culling procedures have already been carried out in Odesa, Mykolaiv, and Kherson regions. Among them:
- 1267 cars
- 473 trucks
- 41 buses
- 39 motorcycles
- 18 mopeds
This is an important signal that people are starting to legally end the stories of destroyed vehicles and move on.
How to reject a car: step-by-step instructions
Step 1.
Register online. Go to the website of the Main Service Center of the Ministry of Internal Affairs. Select the"E-record" function.
Step 2.
Prepare the following documents:
● passport or other identity document
Taxpayer registration number (TIN)
● vehicle registration certificate (if any)
license plates (if any)
● Application of the established form (to be filled in on the spot at the TSC)
In case of loss of registration documents or license plates, prepare a written explanation.
For legal entities, please attach:
● an official investigation report
● A power of attorney issued in accordance with the established procedure
A copy of the decision of the owner or authorized body
● an order appointing a responsible person
● Act of rejection of the vehicle
IMPORTANT: If the car is wanted or under arrest, the culling is impossible until these circumstances are resolved.
Step 3.
Come to a convenient territorial unit of the Ministry of Internal Affairs with a prepared package of documents. The procedure takes a little time, and queues are controlled through the e-registration system. Specialists will help you fill out the application and complete the process on the spot.
Why is it important?
Culling is not just a legal act. It is an opportunity to:
● Remove unnecessary obligations as an owner (e.g., taxes, fines, other administrative issues)
● Free up space on streets and parking lots

Why doyou need to deregister a car if it is no longer functional?
The idea that a vehicle that is not in use can be left unregistered is a misconception, as this situation can have legal consequences. Let us explain why this is important.
The Tax Code of Ukraine (Article 267) provides for the accrual of transport tax (for cars older than 5 years and with an engine size/value above the threshold), which the owner of a registered vehicle must pay.
A registered vehicle, even if not in use, may be subject to police scrutiny.
It is possible to legally obtain the right to disassemble/sell the car for scrap. In particular, you can obtain a certificate of utilization.
As long as the car is registered, it is considered to belong to the registered owner. This can lead to the accumulation of unnecessary legal obligations that may have been forgotten.
After culling - what 's next?
After the procedure is completed, the vehicle is considered deregistered. Its registration can be restored only by court order. This legally puts an end to the case of the destroyed car.
