Financial Assistance for Affected and Displaced Persons in Ukraine: ₴1176 to ₴2352 Available

As stated in the Resolution of the Cabinet of Ministers of Ukraine, the assistance can be received by affected and internally displaced persons who are in difficult life circumstances caused by their social situation, as a result of which the person is partially or completely unable (has not acquired the ability or has lost it) or unable to take care of personal (family) life and participate in public life.

Who is eligible to receive assistance?

As stated in the Resolution of the Cabinet of Ministers of Ukraine, assistance can be received by affected and internally displaced persons who are in difficult life circumstances caused by their social situation, as a result of which a person is partially or completely unable (has not acquired the ability or has lost it) or unable to take care of personal (family) life and participate in public life.

In this regard, special attention should be paid to the motivation for the application. All difficult life circumstances should be noted in particular and in detail, emphasizing what exactly led to the partial or complete loss of the ability to take care of one's life independently and affects participation in public life. All arguments can be set out in an application in any form and supported by documents: medical reports, referrals for treatment, documents confirming the status of privileged categories, calculations, prescriptions, etc.

What is the amount of assistance?

According to the conclusion of the interdepartmental commission on the distribution of these funds of the Ministry of Social Policy of Ukraine, one-time financial assistance should be provided primarily to the families of servicemen and women killed in the ATO, families of internally displaced persons, families of ATO participants who were seriously injured and need long-term treatment, in particular

  • orphans whose parents were killed during the ATO and children whose parents are prisoners of war or missing - UAH 1176 per child;
  • families with disabled children or children disabled since childhood - UAH 1764;
  • for families with many children - UAH 2352;
  • families whose members need urgent expensive treatment - UAH 1176;
  • families with disabled persons of groups 1 and 2 - UAH 1176;
  • families with pregnant women or one of the parents caring for a child under the age of three (including families of those killed in the ATO) - UAH 1764.

It should be noted that the Commission's decisions on the categories of people who should receive assistance as a matter of priority are advisory in nature, and the final lists are formed locally.

How many times can I receive assistance?

You can receive financial assistance only once per family, even if there are several categories of recipients in the family. If there are several recommended criteria, local commissions have to make their own decisions on what kind of assistance a family will receive.

What documents are required to be submitted?

In addition to the motivational statement mentioned above, you need to submit

  • copies of the passport of a citizen of Ukraine and its identification number;
  • a copy of the IDP registration certificate;
  • copies of documents confirming family relations (marriage certificate, birth certificates of children, original medical certificates on health status, conclusion of medical and social examination on disability);
  • details of an account opened in advance with a banking institution - the one-time financial assistance will be transferred to this account.

It is mandatory to make an application in duplicate. When submitting the documents to the structural unit of the Department of Social Protection of the Population, the application must be officially registered - the responsible social protection officer will put the date of receipt and a stamp on the second copy, which remains with the person. This is done in order to prove, if necessary, that you actually submitted this particular application for one-time financial assistance. The second copy of the application with the attachments confirming the difficult living conditions remains with the social workers for further consideration by the commission. You can also send the documents by mail - by registered mail with a list of all documents attached. After consideration by the local commission, if the applicant has not previously received this type of financial assistance, a decision is made on the expediency of providing it to the applicant.

How long does it take to process an application for assistance?

When it comes to the review and calculation of assistance, it is not a very quick process. According to the experience of the UHHRU reception office in Sumy, applications that indicate the need for urgent treatment are considered faster (about a month after the application is submitted). Proper motivation, supported by documents, contributes to a positive decision of the commission in considering applications from persons who are not on the recommended list of the Ministry. For example, in our opinion, such assistance should also be provided to single mothers who have found themselves in difficult living conditions due to relocation from the ATO zone and other persons in need of financial assistance. There have been positive cases of such applications.

Legislation.

The right to receive a one-time financial assistance from the state is guaranteed by the Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Procedure for the Use of Funds Received from Individuals and Legal Entities for Providing One-time Financial Assistance to Affected Persons and Internally Displaced Persons" No. 535 of October 01, 2014.
