Disability pensions: conditions for granting and payment amounts

A disability pension is a state payment that is granted to individuals who have partially or completely lost their ability to work due to health conditions ( Law ofUkraine No. 1058-IV of 09.07.2003 "On Compulsory State Pension Insurance").
According to the Pension Fund of Ukraine, disability pensions are granted to persons with disabilities if they have an insurance record of 1 to 15 years (the required length of insurance record depends on the age at which the disability was established).
The amount of the disability pension is calculated depending on the disability group as a percentage of the old-age pension:
- 100% of the retirement pension - for persons with disability group I;
- 90% of the old-age pension - for persons with disability of group II;
- 50% of the old-age pension - for persons with disabilities of group III.
A disability pension is granted from the date of disability determination if the application for a pension is submitted no later than three months from the date of disability determination. If the application is submitted later, the pension is granted from the date of application.
Disability pensions are granted for the entire period of disability.
Disability pensions for servicemen are granted regardless of the length of service in case of disability (Articles 18-23 of the Law of Ukraine No. 2262-XII of 09.04.1992):
- during the period of service;
- or no later than three months after discharge from service;
- or later than three months after discharge from service, but as a result of diseases that arose during military service.
The amount of the disability pension depends on the cause of the disability.
Persons with disabilities caused by war are granted a pension in the following amounts:
- Group I - 100% of the amount of financial support;
- Group II - 80 percent of the amount of financial support;
- Group III - 60 percent of the amount of financial support.
Other persons with disabilities receive pensions in the following amounts:
- Group I - 70% of the amount of cash benefits;
- Group II - 60% of the amount of cash benefits;
- Group III - 40% of the amount of cash benefits.
The minimum pension payment for persons with war-related disabilities cannot be lower:
- Group I - UAH 16847;
- Group II - UAH 13822;
- Group III - UAH 9478.
Disability pensions for victims of the Chornobyl disaster are granted in the amount of compensation for actual losses, based on (Articles 54, 59 of the Law of Ukraine of 28.02.1991 No. 796-XII, Law of Ukraine of 29.06.2021 No. 1584-IX)
- from the salary received by a person in the exclusion zone in 1986-1990;
- or from five times the minimum wage established by law as of January 1 of the relevant year.
The amount of a disability pension resulting from an injury or illness caused by the Chornobyl disaster cannot be lower:
- Group I - UAH 9855.71
- Group II - UAH 7884.57;
- Group III - UAH 6077.70;
- for children with disabilities - UAH 6077.70.
The minimum pension payment for persons with disabilities caused by the Chornobyl disaster from among the liquidators of the Chornobyl accident cannot be lower:
- Group I - 100% of the average salary (income) in Ukraine, from which insurance contributions were paid and which is taken into account for calculating the pension for the previous year (from March 1, 2025 - UAH 17,486.60);
- Group II - 80% (from March 1, 2025 - UAH 13,989.28);
- Group III - 60% (from March 1, 2025 - UAH 10,491.96).
