Admissions to vocational education institutions for 2026 are still open. You can apply without NMT results—online through your electronic account or in person at the institution of your choice. Here’s who can apply, what documents you need to prepare, how to submit your application, and what to keep in mind before enrollment.

Who Can Enroll in a Vocational College Without the National Multidisciplinary Test

Graduates of both 9th and 11th grades are eligible to enroll in vocational education institutions in 2026. Adults who wish to learn a new profession or change careers may also pursue vocational education.

No NMT results are required for such admission. In state and municipal institutions, a competitive selection process is held if the number of applications exceeds the number of available spots. The conditions for this selection are determined by the admission rules of the specific institution.

Tuition may be free if the applicant is admitted to a spot funded by the state or local budget. Institutions may also admit applicants on a fee-paying basis. The availability of state-funded spots depends on the specific institution and program.

Deadline for Submitting Applications

In general, the 2026 admissions cycle for vocational education institutions runs through September 1. Until that date, applicants can register for their online accounts, submit applications, and be admitted.

However, applicants should keep a few details in mind. Institutions set their own specific admission deadlines. At one institution, the application period may last until the end of August, while at another, it may end earlier. In addition, the Law “On Vocational Education” stipulates that admissions may take place throughout the year unless otherwise specified in the institution’s admission rules. If there are still open spots after the specified deadline, the institution may announce a selection process for those spots.

In any case, before submitting an application, you should check the Admission Rules of the specific institution to which the applicant plans to apply. These rules must specify the deadlines for accepting applications, conducting the selection process, and enrolling students.

If an applicant is submitting documents online, they should not wait until the last few days to create an online account. Account registration is open until September 1, but after creating an account, applicants must still find the appropriate program, submit an application, and meet the specific institution’s requirements for enrollment.

Thus, September 1 is the deadline for submitting applications and enrollment as part of the admissions campaign announced by the Ministry of Education and Science. At the same time, you should primarily focus on the deadlines set by your chosen vocational college; if there are still open spots, some institutions may continue accepting applications later.

What You Need to Prepare and How to Create an Online Account

If an applicant plans to submit an application online, they must first prepare the information needed to register for an online account. You will need:

• an email address to which the applicant has access;
• the series and number of the educational document;
• the number of the document specified when ordering the educational document. This can be a passport, birth certificate, or RNOKPP (identification code).

During registration, you’ll also need to create a password to log in to your online account and remember it.

To create an online account, applicants must visit the applicant portal website, select “Admission to Vocational Education Institutions,” complete the registration process, and activate their account using the link that will be sent to their email address. The activation link should arrive within 15 minutes.

You must re-register your account this year, even if you already created one during the previous admissions cycle.

After activation, you must complete your applicant profile. To do this, you should have your contact phone number, a photo, a medical certificate, and an attachment to your educational document ready in advance. If you do not have a medical certificate or an attachment, the system allows you to specify the reason for their absence.

If an applicant is eligible for special admission conditions, they must select the appropriate category in their online account.

However, the information and documents required to complete the online account do not necessarily constitute the full set of documents needed for admission. The specific list is determined by the vocational college, so you should check the admission rules of your chosen institution.

How to Apply to a Vocational College Online

After filling out your profile in the online account, open the “Submit Applications” module. In the “Admission Based On” field, the applicant selects the educational document on which the application is based. This is important if multiple educational documents are displayed in the online portal. Next, you must specify the region where the desired educational institution is located.

After that, you can find the desired admission offer. To search, the system allows you to use filters by educational institution, form of study, or profession. Based on the specified parameters, the online portal will display available admission offers.

After selecting the desired program, the applicant must specify the source of funding for their studies. If necessary, the applicant must also indicate that they are applying for a spot in a dormitory. Once all required fields have been filled out, the application can be submitted by clicking “Submit Application.”

Important restriction: An applicant may submit applications to no more than five vocational education institutions at the same time. This refers specifically to the number of institutions, not the total number of competitive offers.

Is it mandatory to submit documents online?

Submitting an application through the electronic portal is not the only way to apply to a vocational education institution. Applicants may also apply directly to the institution of their choice. If an applicant submits a paper application in person, a staff member at the institution will still register it in the Unified State Electronic Database for Admission (EDEBO). Such an application has the same validity as one created by the applicant through the online portal.

If an applicant chooses to submit their application in person, they should check with the admissions committee of the specific institution regarding the application process and the required documents.

Online submission primarily allows you to complete this stage remotely. At the same time, regardless of the method of submission, applicants must adhere to the deadlines and requirements set by their chosen vocational college.

What Happens After Submitting the Application

After submitting the application, the applicant can track its status in their online account. This is where they will see how the institution is processing the application and whether the applicant has received a recommendation for admission.

If the application is marked as “Requires clarification from the applicant,” this means the institution needs additional or more detailed information. In this case, the online account will specify the information that needs to be clarified, how to submit it, and the deadline for doing so. Once the required information is provided, the institution changes the application’s status to “Registered at the Educational Institution.”

If the application receives the status “Recommended for Admission”—whether for a state-funded or contract-based spot—the applicant must fulfill the requirements for admission. To submit original documents, the applicant must complete and sign the application for admission, in which they must also provide information about their place of residence.

The specific steps to be taken after receiving a recommendation, as well as the deadlines for these steps, are determined by each vocational college in its Admission Rules. Therefore, once the application status has changed, it is important to review the requirements of the chosen institution and ensure you do not miss the enrollment deadline set by that institution. If the applicant fails to meet the requirements by the specified deadline, the recommendation for admission may be revoked.

The “Recommended for Enrollment” status itself does not yet mean that the applicant has been enrolled. After the requirements are met, the institution changes the application’s status to “Included in the Enrollment Order” and issues an enrollment order. An applicant is enrolled based on only one of the submitted applications.
