Returning reports: what businesses need to know

Starting July 5, 2025, businesses will be required to submit reports again. This refers to changes to the law that restore mandatory reporting during martial law. Now, all enterprises, organizations, institutions and entrepreneurs subject to state statistical observation are once again obliged to submit reports to the State Statistics Service and other producers of official statistics within the established deadlines through electronic services. This decision was adopted by the Verkhovna Rada on June 18 and signed by the President on July 3. Amendments to paragraph 1 of the Law of Ukraine No. 2115-IX dated 03.03.2022 "On Protection of the Interests of Submitters of Reports and Other Documents during Martial Law or a State of War" result in the official statistics collection system resuming its full-fledged operation, providing the state, business and international partners with reliable and up-to-date data for decision-making and planning the country's recovery.

Why were the changes made?

Amendments to the law were necessary because without full reporting, the state was effectively acting blindly: after the start of the full-scale war, data collection was limited, some surveys were suspended, and the publication of statistics was suspended. As a result, the authorities did not have up-to-date data to make decisions, business and international partners did not have data to analyze the situation, and Ukraine could not fully fulfill its obligations in the field of international statistics. That is why the resumption of reporting is a logical and necessary step.

What's new?

Until February 24, 2022, draft law No. 2115-IX looked a little different. Changes have occurred in the field of statistics: unlike the previous legislation on statistics, Law No. 2115-IX has been amended. The publication of statistics is returning to an open and regular format, and will become complete and systematic. The authorities will be able to use the data again for decision-making and conduct full-fledged analytics based on the collected information. One of the main changes is that previously the report could be submitted both in paper and electronic form, but now the electronic format is preferred.

What is required now?

Regular and mandatory reporting for all entities by the established deadlines;
Conducting sample surveys of the population on living standards, income, employment, expenditures in the agricultural sector and other areas;
Substantiating budgetary, social, economic and demographic policies based on actually collected and analyzed data;
Submission of reports exclusively in electronic form - accessible and convenient through public services.

What will the changes lead to?

Business in the country will become more transparent, so it will be easier to keep track of tax payments. Ukraine needs stable financial revenues to provide the army with weapons, equipment, and ammunition, as well as to finance the restoration of destroyed infrastructure, support the population, and develop the economy in times of war. But reporting is important not only for day-to-day decisions: it is on the basis of the data collected that plans are formed to rebuild infrastructure, support businesses and citizens, and attract investors and international assistance. The more reliable and complete the data, the more trust in Ukraine will be at the international level. Financial transparency, regular reporting, and analytics are components of the new public administration equipment that allows for efficient spending of budget funds and international assistance. The institution of transparent reporting, if it works properly, is the foundation for the country's future development, support for the social sphere, and European integration.

Relations with the European Union

One of the key conditions for Ukraine's European integration is transparency in doing business. It is through honest business practices, regular reporting, and access to reliable data that a stable, competitive economic environment is created that meets the values and standards of the European Union. This approach strengthens investor confidence, opens up new markets, and strengthens Ukraine's position as a reliable partner in the international arena. The innovation directly contributes to anti-corruption policy. The European Union is tough on corruption in Ukraine and considers the fight against it a key condition for European integration. The EU provides financial assistance only if reforms are implemented, supports anti-corruption bodies (NABU, SAPO, HACC), develops digital services (Prozorro, e-declaration) and monitors the transparency of processes. This approach strengthens investor confidence, opens up new markets, and strengthens Ukraine's international position.
