Procedure for Internally Displaced Persons to Receive One-Time Cash Assistance


Not all internally displaced persons are aware that, in addition to monthly living allowances, they are also eligible for a one-time cash grant. This right is guaranteed to them by the Procedure for the Use of Funds Received from Individuals and Legal Entities for the Provision of One-Time Cash Assistance to Affected Persons and Internally Displaced Persons, approved by Resolution of the Cabinet of Ministers of Ukraine No. 535 of October 1, 2014 No. 535.

The aforementioned Procedure specifies the mechanism for using funds received in national and foreign currency by the Ministry of Social Policy from individuals and legal entities, residents and non-residents, in the form of charitable donations, humanitarian aid, grants, and gifts (hereinafter referred to as “funds”) for the provision of one-time cash assistance (hereinafter referred to as “cash assistance”) to victims and internally displaced persons who find themselves in difficult life circumstances caused by their social situation, as a result of which the person is partially or completely unable (has not acquired the ability or has lost it) or lacks the opportunity to independently take care of their personal (family) life and participate in public life (hereinafter referred to as the affected or internally displaced person). The exact amount of the one-time cash assistance is not fixed and depends on the availability of funds and the nature of the specific applicant’s life difficulties.

To receive financial assistance, a displaced person must apply to the social protection department of the district or city district (in Kyiv) state administration, or to the social protection department of the executive body of the city or city district (if established) (hereinafter referred to as “social protection authorities”) at their actual place of residence with a corresponding application, in which they state the reasons for the need for financial assistance and the details of an account opened at a banking institution.

The following shall be attached to the application:

– a copy of an identity document;

– a copy of the certificate of assignment of a taxpayer identification number (except for individuals who, due to their religious beliefs, refuse to accept a taxpayer identification number and have notified the relevant supervisory authority of this and have a note in their passport);

– copies of documents confirming family relationships (marriage certificate, children’s birth certificates);

– a copy of the certificate of registration as an internally displaced person; – a medical certificate regarding the person’s health status or a medical-social examination report establishing disability (if necessary). If the person has not previously received financial assistance, the social protection agency forwards the application and the attached documents to a local commission established by the district state administration or executive committee for review. This commission will decide on the appropriateness of providing financial assistance, its amount, or the denial of assistance.

If a positive decision is made, the funds will be transferred to the applicant’s personal account opened at a banking institution.

IMPORTANT! The assistance provided for by Resolution No. 535 of the Cabinet of Ministers of Ukraine dated October 1, 2014, is granted only once.

If an application for such assistance is submitted again, the social protection authority will deny the request and return the submitted documents to the applicant.
