Yulcom-Service to Build ₴4.8M Shelter for Mykhailivka Amid Scandals

The private company Yulcom-Service will build a protective structure for residents of Mykhailivka village in Mykolaiv district. The company is involved in a number of investigations and criminal proceedings for supplying inadequate shelters.

According to information on the Prozorro platform, a civil defense shelter is planned to be built in the village of Mykhailivka, Mykolaiv district. The simplest shelter should accommodate 165 people, and UAH 4.8 million has been allocated from the budget for its construction. The work was commissioned by the Stepivka Village Council and executed by a private company that received the contract virtually without competition, as it was the only bidder and automatically won.

According to youcontrol, the company, which was registered in Kyiv region back in 2007, already has considerable experience in public procurement. The total amount of its contracts exceeds UAH 268 million. The owner of the company is Yuriy Kostyuchenko, and the authorized capital of the company is only UAH 100.

However, according to the Anti-Corruption Dimension, the activities of Yulcom-Service are accompanied by scandals. The company has been involved in a number of journalistic investigations and criminal proceedings, including the installation of low-quality shelters in Sumy and Cherkasy regions. In the village of Balakleya in Cherkasy region in 2023, the company installed plastic containers instead of a protective structure, which leaked after rain. And in Velykyi Bobryk, Sumy region, investigators suspect overpricing and non-compliance with the requirements of the shelter.

Earlier in Mykolaiv region, the company was also awarded a contract to build a shelter in the Veselynivka community. Its cost is three million hryvnias, and again, it is a modular structure.

And in Mykolaiv, a contract for the repair of a shelter was signed with a company suspected of bid rigging.
