Voznesenskiy district council hides budget decisions

Seven communities in Voznesensk district showed the highest level of openness of documents: Oleksandrivka, Veselynivka, Prybuzhanivka, Prybuzka, Yelanets, Pivdenoukrayinsk and Voznesensk councils were distinguished.

This was discussed in the analytical material of the Center for Public Investigations.

The website of Oleksandrivka village council has the most convenient access system. There is a separate "Documents" menu with an effective search system. All the necessary decisions are easy to find, and the applications are available in the formats required by the current legislation.

On the website of Veselynivka village council, access to documents is not obvious. Only old resolutions (2016-2019) are displayed in the drop-down menu of the 'Official Documents' section. However, if you click directly on the section itself, you can get to the place where the latest documents of all types are posted. The page has a convenient search system and offers both the text of the decision and annexes in legal formats.

The Prybuzhanivska AH uses an external resource. In the 'Documents Archive' menu, select the section 'Materials of Prybuzhaniv village council sessions' and then follow the link to the Google drive. All materials are available there in the formats required by law.

ThePrybuzka community has a simple and clear structure of the archive. Decisions and annexes are presented in convenient formats, but all materials are archived.

TheYelanets settlement council has provided users with a peculiar access system: through the menu "Yelanets settlement council", go to "Decisions of the settlement council of the eighth convocation". After that, in the next drop-down menu, select the page of the session we want to view. However, the search system is not found. The session page has a list of links to resolutions. In this way, we find both the text of the decision and the annexes to this decision in the formats required by the current legislation.

PivdenneCity Council deserves special attention due to its modern search system in the 'Regulatory Acts' section. The necessary documents can be found in a few seconds, and the annexes are available in the formats required by law, although they are archived in RAR.

The Voznesensk city council website has turned into a real 'quest' for users. The right sidebar contains a large number of links to draft resolutions, as well as to individual decisions of the city council and executive committee, including orders of the city mayor, with these documents distributed separately for each year and each publisher. However, even with this large number of references, it is impossible to find a complete list of decisions for a given year, as this is not a complete archive of documents.

Four communities are recognized as only partially transparent. Domanivka, Doroshivka, Novomariivka and Bratsk councils published the necessary decisions, but in violation of technical requirements: most documents are in PDF format, which makes it difficult to process them automatically. In particular, the Novomariivka village council website only has the decision available as a single 197-page PDF file.

The worst situation with openness is in Buzka and Mostivska communities. The Buzka village council publishes only the text of decisions without the necessary annexes, while the Mostiv village council not only posts the list of sessions inconsistently, but also saves all decisions in one PDF file per meeting.

In summary, the CPL's monitoring has shown that only seven communities demonstrate exemplary openness and searchability, while others either hide information in the depths of menus or in inappropriate formats, or publish only a part of the required documents, which indicates a very different approach of local councils to compliance with transparency legislation.
