Village council in Odesa region purchased pipes and sand at an inflated price - media

On November 8 and 15, the Department for the Maintenance of Communal Property of the Dachne Village Council of Odesa District, Odesa Region, signed three agreements for the construction of water supply worth UAH 29 million following the results of tenders.

This was reported by Nashi Hroshi, citing the Prozorro e-procurement system.

According to the publication, by the end of 2023, a water supply network should be built from a well at 83 Myr Street within the boundaries of Myr, Pshenychna, Akademichna, Hrushevskoho, Selektatsionna, Dachna, Vyshneva, Sunychna, Svitla, Tinysta, Sonychna, Zatyshna, Uspenska streets. In particular, Odessagrogaz LLC will build the first stage for UAH 9.17 million, and Premiumstandardbud Construction Company LLC will build the second stage for UAH 10.76 million and the third stage for UAH 9.09 million.

In the final resource summary, the largest amount of UAH 3.68 million is spent on PE 100 SDR 17 polyethylene pipes for cold water.

In particular, the pipe with a diameter of 315x18.7 millimeters was priced by both contractors at UAH 3,99 per meter. This, according to journalists, is exactly twice as expensive as the price on the website of the manufacturer Trubpolimergroup at UAH 1,549 per meter and one and a half times more expensive than the price of Elplast products on the All Electro website at UAH 1,914 per meter. Prices for pipes of other diameters are similar to the market.

Another UAH 3.26 million is spent on natural ordinary sand. Odessagrogaz has it accounted for at UAH 796 per cubic meter, and Premiumstandardbud at UAH 1,500 per cubic meter. This is respectively 2.5 times and 3 times more expensive than the average price of sand in Odesa region according to "DerzhdorNDI" "October monitoring" at UAH 314 per cubic meter. In addition, recently, natural ordinary sand cost UAH 370 per cubic meter at a tender held by Yuzhne City Council, and UAH 276 per cubic meter at a tender held by the Infrastructure Restoration and Development Service in Odesa Oblast for a house in Serhiivka.

The overpayment for pipes can amount to UAH 1.35-1.80 million, and for sand - UAH 1.98-2.31 million. That is, the total amount is UAH 3.33-4.1 million.

The firms were awarded contracts without competition because no one else came to the open bidding.
