Vice-rector of medical university dismissed from the post of deputy mayor of Odesa

Acting Deputy Mayor Konstantin Talalayev resigned from his position by agreement of the parties.

According to the Center for Public Investigations, the press service of the Odesa City Hall published the relevant order of the acting mayor, Ihor Koval.

The Department of Accounting, Reporting and Procurement of the Odesa City Council was instructed to make a full settlement in accordance with the requirements of current legislation, including paying Konstantin Talalayev monetary compensation for 15 calendar days of unused annual leave.

Konstantin Talalayev has been acting as Deputy Mayor since December 2025. He is known for his involvement in the attempt by Health Minister Uliana Suprun to dismiss the rector of the medical university, Valeriy Zaporozhean. The reason for his dismissal was that Zaporozhan refused to let the commission of the Ministry of Health in and provide it with the necessary documents for inspection.

Valeriy Zaporozhan himself then went on sick leave and sued the Ministry of Health. At the same time, he appointed the current vice-rector, Yuriy Bazhor, as acting head of the university. The Ministry appointed Konstantin Aymedov as acting rector of Odesa National Medical University. Later, the leaders of Zaporizhzhia's supporters and the ministry changed. And a protracted conflict began at the university.

Konstantin Talalayev was one of the plaintiffs in the court demanding a ban on changing the rectors of the university.

The fact that Konstantin Talalayev was not finally appointed deputy mayor, but only acted as such, repeatedly drew criticism from members of the city council and the public.
