Utility companies collect debts for heat supply from Mykolaiv residents in court

Residents of Mykolaiv region have paid over five million hryvnias in arrears for heating services through the courts. Almost two thousand applications for the enforcement of utility debt collection were filed with the court.

This was reported by the press service of Mykolaivoblteploenergo.

According to the debt management department, enforcement of court decisions is one of the methods of collecting debts for heat supply.

After the court proceedings are completed, enforcement proceedings begin with the opening of a case against the debtor, its inclusion in the Unified Register of Debtors and enforcement actions.

For example, between January and October 2024, 1,873 applications for opening enforcement proceedings to recover debts from individuals totaling UAH 18.8 million were filed with the SES departments. During this time, the SES has collected UAH 5.1 million of debt under court decisions.

In total, residents of Mykolaiv region owe over UAH 200 million for heat supply, of which UAH 89 million is the debt for the last heating season. Between January and October 2024, the department's specialists provided 189 thousand pre-trial notices to individuals and 747 to legal entities.

In the South of Ukraine, the number of utility debtors totals 49,515 consumers. Debts for utilities have increased by one third since the start of the full-scale invasion.

Currently, there are 701,000 proceedings in Ukraine to recover debts for housing and communal services. Since the beginning of the full-scale war, debts have increased by 37%. Among the southern regions of the country, Mykolaiv region is the leader with 29,341 debtors. Odesa region ranks second with 14,854 debtors. Kherson region is in third place with only 5,320 debtors.

Ukraine owes more than UAH 40 billion to district heating companies. As Hanna Pozdnyakova, Deputy Mayor of Odesa , told Intent.Insight live, the government banned heating companies from raising tariffs at the beginning of the full-scale war, but at the same time it is not fulfilling its obligations to compensate for the costs.
