Ukrposhta to receive 12 million for stamps for courts in Odesa region

The Odesa Judicial Administration Department ordered stamps worth more than UAH 12 million from Ukrposhta under a non-tender procedure.

The information was published on the Prozorro platform.

The Territorial Department of the State Judicial Administration of Ukraine in Odesa Oblast will purchase more than 610,000 postage stamps worth UAH 12.2 million. The supplier is Ukrposhta, and the purchase was made without a tender.

The stamps are to be delivered by the end of 2025 to the following address: 2, Dmitry Ivanov Street, Odesa.

As explained by the customer, the conclusion of a direct contract became possible due to the martial law and legislative exceptions. According to them, government agencies can purchase goods directly without a tender if the goods can be obtained from only one supplier or there is an objective lack of competition. In this case, Ukrposhta is the only national postal operator that has a monopoly right to produce and sell stamps.

The agreement between the court administration and Ukrposhta was signed on May 26. On the same day, technical changes were made to the documents - during the publication, the amount was mistakenly indicated in writing, which did not match the figures in the agreement. The mistake was officially recognized and corrected without changing the total amount.

Earlier, the media wrote that despite Ukrposhta's budgetary difficulties and losses during the war, its CEO Ihor Smelyansky received up to UAH 2 million in monthly salary.

Afterwards, Smelyansky himself said that in 2024 he received a salary at Ukrposhta with a 15% surcharge for working with state secrets of UAH 11.72 million before tax, or UAH 970 thousand per month.

Recently, the court announced the sentence of Natalia Prykhodko, former director of the Odesa Directorate of Ukrposhta, who was sentenced to 5 years in prison with confiscation of property.
