The President of Ukraine has imposed sanctions against manufacturers of Russian missiles and drones, as well as suppliers of components to the Russian military-industrial complex. The list includes companies belonging to the "RUSAL" group owned by oligarch Oleg Deripaska, the former owner of the Mykolaiv Alumina Plant.

The Center for Public Investigations examined which companies were subject to the sanctions.

Zelenskyyimposedthe restrictions on October 24 via two decrees based on decisions by the National Security and Defense Council of Ukraine. The first package covers 51 individuals and 44 legal entities involved in the production of ballistic missiles. Among them are the “G. S. Petrov Institute of Plastics,” the “Kometa” Corporation, the “VitaReaktiv” enterprise, and the “Promenergo” company.

According to Ukrainian authorities, these entities facilitate the production and testing of weapons, including the Iskander, Kalibr, Kh-101, and Kinzhal missiles.

The second package targets 32 Russian citizens and 35 Russian companies that supply equipment, electronics, and raw materials to the military-industrial complex. In particular, sanctions were imposed on the company “Gagaring,” which is associated with equipment for controlling FPV drones, “Virgin-EK,” and the machine tool manufacturing association “Pressmash.”

Separate restrictions apply to companies within the RUSAL Group involved in supplying aluminum raw materials to the Russian defense sector. According to Ukrainian sources, from April 2024 to March 2025, two companies within the group imported nearly 150 million rubles worth of aluminum oxide into Russia. The raw materials were used in the production of military aircraft, missiles, armored vehicles, and drones.

In August, Ukraine had already imposed sanctions against enterprises linked to “RUSAL” and companies from occupied Crimea. In March 2026, the Ministry of Justice also filed a lawsuit with the High Anti-Corruption Court seeking the state’s confiscation of assets belonging to Deripaska and his affiliated companies, including raw materials at the Mykolaiv Alumina Plant.
