Trukhanov's interrogation published online

Former MP Ihor Mosiychuk has released the materials of the interrogation of Odesa Mayor Hennadiy Trukhanov by the Specialized Anti-Corruption Prosecutor's Office.

According to the former MP, the mayor was interrogated as a witness in a criminal proceeding on October 10.

They were talking about the events of 2017, and Hennadiy Trukhanov said that he had met with the then Deputy Head of the National Anti-Corruption Bureau of Ukraine, Gizo Uglava, in Wroclaw. The meeting was initiated by former MP Oleksandr Hranovsky, who is now also known as Alex Borukhovych.

At the meeting, they allegedly discussed criminal proceedings involving the mayor. Thus, according to Gennadiy Trukhanov's words in the interrogation materials, Gizo Uglava allegedly reassured him about the Krayan case, but noted that solving this problem would require communication with the then head of the Odesa Regional Administration Mikheil Saakashvili and the regional prosecutor David Sakvarelidze.

Also during the conversation, the mayor, according to him, was hinted that he had a serious problem, but he denied it and left the restaurant. As he was leaving the restaurant, Oleksandr Granovsky approached him and said that he needed to give $500,000 to solve the problems with NABU, but the mayor refused. Gennadiy Trukhanov also said that this was the only time he was offered a bribe on behalf of Gizo Uglava.

"I understand for myself that this meeting in the Bureau was an acquaintance and an opportunity for Gizo Uglava to demonstrate that he can solve any issue in the Bureau that concerned me. During the conversation, Gizo Uglava indicated that we should talk to Mikheil Saakashvili and his people. It was some time later that the aforementioned meeting in Poland took place, during which I was told that I needed to provide $500,000 to avoid any problems with NABU. I decided not to give anything because there was nothing to give. Some time later, I was notified of a suspicion in the Krayan case . The suspicion itself was announced by Gizo Uglava during our meeting at the bureau's premises," the mayor said during the interrogation.

The mayor of Odesa and other individuals are accused of misappropriating budget funds in the amount of over UAH 92 million as a result of the scheme to purchase the administrative building of the former Krayan plant into municipal ownership at a twice inflated price.

Since October 2018, this case has been considered by the Malynovskyi District Court of Odesa.

On July 4, 2019, the Malynovskyi District Court of Odesa acquitted the Mayor of Odesa and other persons.

On February 11, 2021, the HACC Appeals Chamber upheld the appeals of the SAPO prosecutors to overturn the acquittal of the Malynovskyi District Court of Odesa and refer the case for a new trial to the High Anti-Corruption Court.

On September 21, 2019, the case was scheduled for consideration. The prosecutor's office noted that the preparatory hearing lasted 2.5 years.

In addition to Odesa Mayor Hennadii Trukhanov, the following persons are involved in this case: his deputy Pavlo Vugelman, former head of the Standing Committee on Communal Property of the Odesa City Council Vasyl Shkryabai, former director of the Department of Communal Property of the Odesa City Council Oleksii Spector and his former deputy Volodymyr Radionov. It should also be noted that one of the defendants in the case, Oleksii Spektor, died in the summer of 2024.
