The SBU filed a report with the police regarding a possible conspiracy involving officials and road construction companies in the Odesa region

An attempt to compel the SBU through the courts to launch an investigation into possible violations during road construction tenders in the Odesa region was unsuccessful. The court concluded that the security service had lawfully referred the complaint to the police.

The Mykolaiv Central District Court dismissed the complaint alleging inaction by the SBU’s Mykolaiv Regional Office regarding its failure to enter information into the Unified Register of Pre-trial Investigations based on a complaint about possible violations during road construction tenders.

The complainant claimed that on June 29, 2026, he filed a report with the SBU regarding a possible crime. In it, he requested an investigation into the possible involvement of the leadership of the Odesa Regional State Administration, the State Agency for Reconstruction, the Reconstruction Service in Odesa Oblast, the State Enterprise “Local Road Service,” as well as officials from the Kuyalnik and Vyzyr village councils.

In addition to officials, the report also mentioned several individuals and companies, including “Avtomagistral-Pivden” LLC, “Rosdorstroy” LLC, “Maxdorstroy” LLC, “Alan-LTD” LLC, and “Kotovskyi ABZ” LLC. According to the complainant, they may have been part of an organized group that allegedly acted with the intent to embezzle budget funds during public procurement. These are the complainant’s allegations, as set forth in a complaint filed with law enforcement agencies.

As the court determined, the SBU Office in Mykolaiv Oblast did not enter this information into the Unified Register of Pre-trial Investigations. Instead, the complaint was forwarded, based on territorial jurisdiction, to the Investigative Department of the Main Directorate of the National Police in the Odesa region for consideration on the merits, since the SBU did not find in the complaint any indications of crimes falling within its jurisdiction. The judge concluded that the SBU Regional Office had acted in accordance with the law and denied the complainant’s request.

Also in Odesa, six years after the renovation of a sports complex, embezzlement is suspected. Investigators are gathering documents to determine whether budget funds were indeed used for their intended purpose.
