The right to feed patients of a psychiatric hospital in Odesa was given to a "trusted" company for 43 million

The Odesa Regional Special Medical Supply Base has held a tender to organize meals for patients in a mental health center.

The contractor was Fabrika Smaku, a limited liability company that the media associates with former MP Oleksandr Presman, the publication Antikorruptionnyi Vymir reported.

According to the Prozorro electronic procurement system, the tender was held in the format of an open tender with special conditions, but with the participation of two limited liability companies - Fabryka Smaku and Smachno ta Porypisno (formerly Kharchuvannya Plus LLC).

"Fabryka Smaku won the tender, but the signing of the contract was delayed due to violations identified by the Antimonopoly Committee.

The complaint about discriminatory conditions and restriction of competition was filed by representatives of the rival LLC "Smachno ta Porypisno". The AMCU verified the facts and satisfied the requirements to change the tender documentation and eliminate the violations. Later, the Antimonopoly Committee also demanded to cancel the decision on the victory of Fabrika Smaku LLC. The Tender Committee of the Special Medical Supply Base first canceled the results of the tender, and the next day again recognized the same company as the winner.

The agreement was signed on May 30. According to the agreement, Fabrika Smak LLC will provide four meals a day for patients treated at the Odesa Regional Medical Center for Mental Health for almost UAH 43.5 million.

It should be noted that according to the YouControl analytical platform, Fabrika Smaku is owned by Olga Bogolyubova and Ihor Levinson.

Earlier, the Department of Humanitarian Policy of the Tairovsky Village Council of Odesa District held a tender to select a caterer for students in grades 1-4 and students of privileged categories of educational institutions and chose the same company.

It should be noted that Fabrika Smaku LLC often wins tenders for catering for students and hospital patients. Journalists from Nikcenter even accused Fabrika Smaku LLC of monopoly, arranged tenders, and providing catering services to medical institutions in Odesa at inflated prices.

The Center for Public Investigations previously reported that according to the YouControl analytical platform, several employees of Fabrika Smaku are subjects of declaration. For example, Natalia Bychok used to combine her work at the Smak Factory with work at the Legal Department of the Odesa City Council. And Yevheniia Lyanna, according to the declaration, combined her work at Fabrika Smaku with work at the Odesa division of the Antimonopoly Committee.
