The restoration service was unable to provide a cost estimate for the restoration of the Varvarivsky Bridge

The Infrastructure Restoration and Development Service in the Mykolaiv region did not provide journalists with information regarding the costs of repairing the Varvarivsky Bridge, the scope of work completed, or the project’s funding for 2026.

In response to a request from Intenta, the service stated that such information is available on the Unified Web Portal for the Use of Public Funds, E-data.

At the same time, they noted that the bridge repairs were part of the routine maintenance of the Pivdenny Bug Bridge across the Pivdenny Bug River in Mykolaiv, which is located on the M-14 Odesa–Melitopol–Novoazovsk, at the 132+391 km mark in spans 10–11, 11–12, 12–13, and 13–14. A separate procurement for this section was conducted in May 2026. 

The winner of that procurement was the limited liability company “European Road Construction Company.” Accordingto theYouControl analytical system, the company was founded in 2008 in Donetsk under the name “Altmost.” Its authorized capital at that time was 51,500 hryvnias. The company is currently registered in Vasylkiv, Kyiv Oblast, and is owned byMuslim Keloev. The company’s co-founders include the “Eurotransmosty” consortium and “Paid” LLC. The group’s main areas of activity are fuel trading and road construction.

The company participated in a tender worth 88 million 501 thousand hryvnias without any competitors, despite numerous journalistic investigations, court cases, and mentions in criminal proceedings.

Previously, MykVisti journalists also contacted the Reconstruction Service with a request regarding the bridge but received the exact same response. At the time, the Institute of Mass Information called this response unlawful. According to experts, an information provider cannot limit itself to referring to public sources if it possesses the requested data; rather, it must provide a substantive response to the questions posed.
