The Pension Fund has selected a contractor to receive 2 million for repairs in Odessa without holding an auction

The Main Directorate of the Pension Fund of Ukraine in the Odesa Region conducted a procurement process to select a company to carry out routine repairs on the premises of the Fund’s building at 83 Kanatna Street in Odesa.

The relevant information was published on the Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company "Statech." The company expects to earn 2,245,300 hryvnias from the contract after the agreement is signed. The work must be completed by December 22, 2026. 

According to the YouControl service, Statech LLC was registered in 2021 in Chornomorsk. The owner is Roman Dolomanzhy. This year’s tender from the Pension Fund was the second one won by the company and the largest. Another one was a contract to maintain drinking fountain equipment in the village of Chornomorsk and the village of Zmiyenkov in the Odesa district. The company was also the sole bidder in that procurement. 

Last year, the company won government tenders totaling 4,965,400 hryvnias. The publication "Anticorruption Dimension" mentioned Statech LLC because in 2019, another firm owned by the same owner — "Construction Firm OSS"—was implicated incriminal proceedingsregarding the embezzlement of budget funds by officials of the Oleksandrivka Village Council in the Lyman District of the Odesa region. 

Open bidding with special conditions—a format that allows for bidding with the participation of a single company. For example, the Infrastructure Restoration and Development Service in the Odesa region conducted a procurement to select a company to pay for the ongoing repair of the Voznesensk-Novyi Bug public road of national importance in the Odesa region. The procurement was conducted in the format of an open tender with special conditions, and the sole participant was the limited liability company "Berezivkaagroshlyakhbud." After signing the contract, the company will be required to repair sections of the road by December 31, 2027. It expects to receive 113 million 332 thousand hryvnias for this work.
