In Odesa, heating rates for budgetary institutions, religious organizations, and other consumers—excluding residential customers—have been raised for the new 2026–2027 heating season.

The Odessa City Council’s Executive Committee adopted the corresponding decision at an extraordinary meeting on November 5.

The decision was passed unanimously: 13 out of 18 members of the executive committee voted in favor. The decision involves submitting proposals to the Odesa City Military Administration regarding tariffs for the production, transportation, and supply of heat by the municipal enterprise “Odesa City Heat Supply.”

The new rates, including VAT, are as follows:

The rate for Odessa residents will remain unchanged, said Acting Deputy Mayor Oleksiy Botezat.

According to him, the rate for residents remains at the level in effect as of February 24, 2022, as required by law.

As Botezat explained, the new rates were influenced by an increase in the volume of heat sold to consumers, a rise in the natural gas distribution rate, and higher electricity prices. Rises in water supply and wastewater disposal rates, as well as increased costs for materials and production services, also played a role.

During the discussion, a council member asked whether the recently signed agreement with Naftogaz had affected the rates. According to Botezat, this agreement does not affect the rates.
