The Odessa City Council was convened for an extraordinary session following the failure

Igor Koval, acting mayor of Odesa, ordered an extraordinary session of the city council to be convened. This is already the fifth attempt to hold such a meeting.

The Odesa City Municipality’s press office published the corresponding order.

 Council members will meet on October 28.

The preliminary agenda includes 45 draft resolutions. Among them are amendments to the municipal budget and the budget forecast for 2027–2029, the imposition of a moratorium on the public use of Russian-language cultural products in Odesa, the renaming of toponymic objects, changes to the composition of the executive committee, as well as a series of decisions on the reorganization and approval of the charters of the city’s municipal educational and healthcare institutions—specifically, children’s clinics, hospitals, and primary healthcare centers.

On September 9, the session of the Odesa City Council was ended early without considering a single draft resolution. City Council Secretary and Acting Mayor Ihor Koval accused the “Trust the Deeds” faction of blocking the council’s work.

Attempts to hold a session of the Odesa City Council have been ongoing since July. On July 9, an announcement was made calling for a session on July 10, but the meeting did not take place due to the absence of council members. At that time, only nine elected officials showed up.

City officials believe that the disruption of sessions indicates a deepening political crisis and could have serious consequences for the city—including the dissolution of the council by the Verkhovna Rada.
