The Odesa City Council ranked among the least accountable in Ukraine, scoring only 24 out of a possible 100 points in the “Transparent Cities” study by Transparency International Ukraine. Analysts found that the city government does not publicize the results of its annual reports and takes a perfunctory approach to communicating with residents.
This was reportedby Transparency International Ukraine.
Analysts evaluated 11 city councils based on 40 indicators. Odesa received only 24 points, one of the lowest scores. Only Kharkiv scored lower, with 14 points.

Overall, the study showed that only 4 out of 11 mayors in Ukraine held public meetings to report on 2025 to the community. And only two cities—Zaporizhzhia and Kyiv—scored the maximum 12 points in the mystery shopping category. On average, the city councils surveyed met accountability requirements by 43.3%.
In July, the Center for Public Investigations reported that half of the draft resolutions in 2026 were published by the Odesa Executive Committee on the eve of meetings, and nearly one in fourteen was published on the very day of the vote. Some decisions were adopted without any draft being made public at all. As a result, Odessa residents effectively had no time to either read these drafts or respond to them.

At the same time, all 19 sessions from January 2 to June 24, 2026, were broadcast live on the city council’s YouTube channel. Not only can each decision be read later, but viewers can also see how it was adopted.
