The Odesa region ranks among the top three regions in Ukraine in terms of the number of new construction projects

Ukraine’s new-construction market is gradually recovering despite the war—the Odesa region has become one of the top three in terms of the number of projects under construction, and demand for housing under government programs in the region is also growing.

This is evidenced by an analysis from the DIM.RIA real estate marketplace, which covers the period from the start of the full-scale war through July 2026.

According to the study, 2,775 housing projects are under construction in Ukraine as of July 2026.

The Odesa region ranks third among regions in terms of the number of new construction projects—accounting for 10.9% of the total. Ahead of it are only the Kyiv region excluding Kyiv (21.3%) and the capital itself (11.2%).

Odesa Oblast is also among the top five regions where people most frequently search for new housing units available through the state programs“eOselya” and “eVidnovlennia”—accounting for 8.2% of all such search queries in Ukraine. Only Kyiv, Vinnytsia, and the Kyiv region rank higher than Odesa.

Since March 2022, a total of 683 residential complexes—comprising 1,339 sections—have been commissioned in Ukraine. Another 706 projects remain on hold: their sales departments halted operations with the start of the full-scale invasion and have not yet resumed work.

The pace of construction is gradually increasing—while 19 complexes (27 sections) were completed in 2022, 233 complexes (449 sections) are projected for 2025.

Developers are building mostly comfort-class housing —51.9% of the total supply—while business-class housing accounts for 20.1% and economy-class housing for 6.2%.

"YeOselya " is a government program offering preferential mortgages, launched in October 2022. It allows buyers to purchase a home at an annual interest rate of 3% or 7%, depending on the buyer’s category (after 10 years, the rate increases to 6% and 10%, respectively), whereas standard bank mortgages are significantly more expensive. 

Who is eligible: internally displaced persons (IDPs), military personnel (including those mobilized—effective January 10, 2026, under the same terms as contract soldiers), medical professionals and teachers at public institutions, and as of July 17, 2026, the program was expanded to include war veterans, individuals with war-related disabilities, and the families of fallen defenders, with a 3% interest rate. 

Eligibility: The down payment is typically 25–30% of the home’s value, but young people under 25 can make a down payment of just 10%. The main requirement is that applicants do not own any real estate in government-controlled territory.

eRecovery is a government compensation program for owners of housing damaged or destroyed as a result of hostilities after February 24, 2022. The program is administered by the State Agency for Infrastructure Recovery and Development.

What you can receive: funds for repairs, a housing certificate to purchase a new home, or a cash payment to rebuild the home on your own. Amounts: up to 200,000 UAH for routine minor repairs, up to 350,000 UAH for major repairs to apartments, and up to 500,000 UAH for major repairs to private homes.
