The Mykolaiv Regional Council removed a deputy from the standing committee

At a session of the Mykolaiv Regional Council, council members supported a resolution to remove Anatoliy Nikolenko from the Standing Committee on the Protection of Human Rights and Freedoms, Legality and Law and Order, and Anti-Corruption and Regulatory Policy.

This was discussed during the broadcast of the regional council meeting.

The broadcast of the meeting noted that the issue was specifically related to a proposal by the chair of the standing committee on legality and had been previously discussed by the regional council’s presidium. Afterward, the deputies proceeded to vote on the draft resolution.

“Against—zero, abstentions—zero. Three deputies did not vote; in favor—38. The resolution has been adopted,” announced Chair Anton Tabunschyk after the vote.

As of now, Anatoliy Nikolenko is no longer a member of this standing committee of the regional council.

Just a few days ago, this issue was considered by the presidium of the Mykolaiv Regional Council, which supported the motion to remove Nikolenko from the committee. The motion was submitted at that time by Committee Chair Iryna Pidpala.

She stated that she was making the request due to “a critical situation that has arisen in the committee’s work as a result of systematic unconstructive actions and gross violations of the rules of procedure” on the part of the deputy.

“For a long time, this deputy has been exhibiting behavior that completely disrupts the work of this collegial body,” the committee chair noted.

According to her, the deputy systematically violates the rules of procedure, ignores the established order of speaking, engages in discussions on topics unrelated to draft resolutions, and “assumes the role of meeting moderator.”

“He disrupts the consideration of the agenda during reports by heads of structural units and invited guests, asks questions unrelated to the substance of draft resolutions, and engages in personal disputes with the committee chair and those present,” Pidpala added.

She also noted that the council member does not prepare for meetings, does not review the materials, and publicly refuses to support decisions solely on the basis of personal conviction.

The chairman of the regional council then supported Pidpala’s position, recalling that he had personally been present at meetings attended by Nikolenko.

“Indeed, I want to draw my colleagues’ attention to the fact that I have repeatedly been present at meetings where Deputy Nikolenko spoke… This behavior on the part of the deputy is truly egregious, and accordingly, there must be an appropriate response,” the presiding officer stated.

The Presidium unanimously (with the exception of one deputy who abstained) supported the decision to place this issue on the agenda of the 38th extraordinary session of the regional council. Deputies were also instructed to contact law enforcement agencies to assess Nikolenko’s actions.

Since every deputy must be a member of a specific committee, Nikolenko was instructed to independently submit an application for inclusion in another standing committee.
