Nearly one in three orders issued by Mykolaiv Mayor Oleksandr Senkevych is missing from the official website.
The Center for Public Investigations collected all of Senkevych’s decrees published on the official website during the first half of 2026: 214 documents.
For each document, the number, date of signing, and date of publication were recorded. The following were verified: completeness of publication, timeliness, chronological sequence of numbering, and signs of backdating.
The Law “On Access to Public Information”requires that adocument be published without delay, but no later than five business days from the date of signing. Typically, the mayor of Mykolaiv meets this deadline: the median delay is 1 business day (3 calendar days), and the average is 2.3 business days (4.5 calendar days). In total, 187 out of 213 orders with a specified publication date (87.8%) were published within five business days.
Key observation: The number of published orders is significantly lower than the latest issue number in the series. The mayor’s numbering goes up to No. 309, but only 214 documents have been published—95 are missing, representing 30.7% of the total range. The gaps are not concentrated at the end of the half-year (where documents might simply not have had time to be published). Missing numbers occur evenly throughout the entire period—from No. 2 (in the first week of January) to No. 303 (in the last week of June). There are no explanations or notes on the website regarding the existence of these documents.
By comparison: in a similar study covering the same period, Odesa’s acting mayor,Ihor Koval, failed to publish 19 of 414 orders (4.6%). In Mykolaiv, the proportion of the mayor’s unpublished decrees is nearly seven times higher.

The maternity hospital in Mykolaiv will become a perinatal center within the regional hospital
