The licenses of the Odessa-based TV channels "Glas" and Plus have been revoked

The National Council of Ukraine on Television and Radio Broadcasting revoked the licenses of two Odessa-based television channels, "Glas" and Plus, at the request of their owners.

According to the National Council’s press service, the private joint-stock company “Glas Joint-Stock Radio and Television Company” announced the cessation of operations for the television channel and the radio station “Radio Glas.”

The reasons cited for the cessation of operations included the difficult economic situation, power outages, and technical difficulties. For the same reasons, another Odessa-based company—the television and radio company “Odessa-Plus,” a limited liability company with the Plus logo—also surrendered its license.

In March 2023, the National Council on Television and Radio Broadcasting reissued licenses to two Odessa-based channels—"Glas" and Plus—in connection with the transition from analog to digital (multi-channel) broadcasting.

The owners of the largest stakes in PJSC "Joint-Stock Radio and Television Company "Glas" are Valentina Zholnina (56%) and Leonid Moldavsky (44%). The owners of TRK “Odesa Plus” are Andriy Ivancho, Tetiana Koltunova, former Odesa Mayor Oleksiy Kostusev, and Ivan Pozdnyakov.

Since the start of the full-scale invasion, a number of Odessa TV channels and media outlets have faced difficulties and were forced to restructure their operations. For example, in September 2024, Larisa Shvets, editor of TRK “Grad,” announced that the channel would cease operations.  As co-owner Viktoria Grynyko explained to Intentu at the time, the channel was scheduled to be restructured; specifically, the TV channel had stopped broadcasting news. 

At the end of August of that year, the Odessa-based online publication "Ukrainian Information Service" (USI), which was part of the same media holding company as "Channel 7,"ceased operations on September 1 but resumed broadcasting a week later. However, the channel never resumed broadcasting. "Channel 7" is a digital, terrestrial, and cable television channel. The ownership structure of LLC "Television and Radio Company "ART" and LLC "RIAC-Inform" has remained unchanged since 2014.
