Serhiy Muntian, head of the Territorial Office of the Economic Security Bureau in the Odesa region, failed his performance review.
According to People’s Deputy Yaroslav Zheleznyak, this is the first decision based on the results of the recertification process at the Economic Security Bureau. Zheleznyak also published a screenshot of the interview results for the certification candidates dated July 17, 2026. According to the document from the First Certification Commission of the Economic Security Bureau of Ukraine, Serhiy Muntian received a “failed” rating.

The MP also released information from the “Mindichgate—Map of Connections” project, which alleges possible ties between Muntian and Timur Mindich through the Zuckerman brothers.

Serhiy Muntean has served as head of the Odesa BEB since July 2022, having begun his career in law enforcement back in 1995.
Interestingly, there are no publicly available photographs of the current head of the BEB in the Odesa region.
Intent reviewed Muntean’s annual declaration for 2025. The official’s wife, Lyubov Kalinichenko, serves as a judge on the Kyiv District Court of Odesa.
She owns a 312.6-square-meter vacation home and a 962-square-meter plot of land in Odesa, acquired in June 2021. The plot of land is valued at 229,588 hryvnias. Muntean himself and their son use this property as family members of the owner.
His wife also owns a 2017 Toyota Land Cruiser 200 SUV, purchased in October 2024. According to the latest appraisal, its value is 1,703,160 hryvnias.
Last year, Serhiy Muntean received a salary of 1,431,613 hryvnias from the Territorial Directorate of the State Judicial Administration in the Odesa region. His wife, who works at the Territorial Office of the State Judicial Administration of Ukraine in the Odesa region, reported a salary of 1,495,427 hryvnias.
The official also received a non-monetary gift worth 300 hryvnias from the Executive Committee of the Odesa City Council.
Muntian declared 1,600,000 hryvnias in cash and 23,660 hryvnias in an account at JSC CB “PrivatBank.” His wife reported 500,000 hryvnias in cash and 30,677 hryvnias in an account at the same bank.
Neither the official nor his family members declared any financial obligations, securities, corporate rights, or ongoing construction projects.
Serhiy Muntian himself became the owner of three luxury cars in the spring of 2022—two Toyota Land Cruisers and a Toyota Camry with a total value of at least 5.5 million hryvnias. At the same time, in her 2025 declaration, Kalinichenko noted that the family retained only one car—a 2017 Land Cruiser worth 1.7 million hryvnias.
According to the declarations, each spouse officially earned nearly 1.5 million hryvnias last year.
