The director of the Department of International Cooperation was dismissed in Odesa

Igor Koval, Acting Mayor of Odesa, dismissed Olena Zakharchenko-Netuzhilova, Director of the Odesa City Council’s Department of International Cooperation, from her position.

As noted in the dismissal order, she left of her own accord.

Olena Zakharchenko-Netuzhilova was appointed to this position in April 2026; prior to that, she had served as an advisor to Odesa Mayor Hennadiy Trukhanov on a volunteer basis. She was appointed as an advisor in October, but resigned from that position on the same day the mayor was stripped of his citizenship.

From 2023 to 2025,Olena Zakharchenko-Netuzhilova served as first deputy head of the Odesa District Military Administration. Prior to that, she was first deputy head of the Fontanka Village Council. She is also a co-owner of the “Black Sea Riviera” Housing and Construction Cooperative.

In her 2025 financial disclosure statement, Olena Zakharchenko-Netuzhilova reported that she owns an apartment and a non-residential space in Odesa with areas of 133.5 and 2.7 square meters, respectively. She does not own a car, but her husband drives a 2017 Audi A4 that belongs to Natalia Kositsyna. Olena Zakharchenko-Netuzhilova is also a co-owner of two limited liability companies currently in the process of dissolution: “Rybalska Pristan” and “Alfa-Gard Yug.”
