The contract of the deputy's company in Odesa region is under suspicion

In Odesa region, the contract for the construction of a shelter at the Isayev Agricultural Lyceum is being checked. The work was awarded to a company associated with a member of the district council without competition at the tender.

This was reported by Anti-Corruption Dimension with reference to the Prozorro procurement system.

The Southern Office of the State Audit Service has launched an audit of the procurement of works on the arrangement of a simple shelter in the basement of the Isaievsky Professional Agricultural Lyceum in Odesa Oblast. The contract worth UAH 17.29 million was awarded to Odesa-based Southern Ukrainian Construction Company, which until June 2025 belonged to the wife of a member of the Berezivka District Council and was managed by the deputy himself.

The procurement is funded by the Ukraine Facility, and the work is scheduled to be completed by the end of November 2025. The educational institution, located in the former Kuris Palace, plans to turn the early 20th century basements into shelters for students and staff.

The monitoring was launched on August 11, 2025, due to the detected signs of violations of public procurement legislation. The customer has to provide documentary explanations regarding: justification of the expected cost of the work, technical and quality characteristics of the shelter and the procedure for financing through a state subvention.

The auditors also pointed out a technical violation: the annexes to the contract were published in electronic format, not in machine-readable text format, which makes it difficult to automatically check.

The tender was held without competition - there were no other participants. The winning company was founded in 2019 and specializes in the construction of residential and non-residential facilities, as well as dismantling, engineering and finishing works. In 2024, the company employed five people, but in 2025 alone, it won government contracts worth more than UAH 83 million.

According to media reports, until June 2025, the company was owned by Hanna Kurakova, the wife of MP Dmytro Tereshchenko, who was also its director. Today, the owner and director is Kostiantyn Streltsov, a technical supervision engineer registered as an individual entrepreneur and an active participant in public procurement in Odesa Oblast.

Recently, Avanhardivka village council in Odesa region was accused of inflating prices for materials. The capital construction department signed a contract with RSK Odesa LLC to repair a shelter, but did not disclose information on the prices of resources, which is mandatory. The journalists found that the final list of prices for materials was overstated.
