The contract for the repair of a gymnasium in Mykolaiv region was awarded with overpayments

A contractor was selected in the Mykolaiv region to overhaul the roof of a gymnasium for more than UAH 10 million. An audit showed that about a million hryvnias could have been overpaid for materials, including insulation, due to inflated prices.

The tender for the overhaul of the roof of the Yelanets gymnasium in Mykolaiv region was won by Vozbud, offering to perform the work for UAH 10.5 million. The bulk of the cost of construction materials was for insulation, which, according to the audit, could have been overpriced by at least half.

The education department of the Yelanets village council announced an open tender in September with an expected value of UAH 12.6 million, initially including an "anti-dumping clause" that limited the bidders' discounts. Following complaints from participants, the restriction was removed, and the cost of the work fell by 13%. Vozbud LLC offered UAH 10.47 million, while its competitor, DSM 1976, offered UAH 11.99 million.

The audit showed that even after the price reduction, the materials remained overpriced. The biggest overpayment was for 100 mm thick IZOVAT 100 mineral wool insulation, which costs UAH 9,040 per cubic meter including VAT, while it is offered on the market two to three times cheaper. Almost a million hryvnias may have been overpaid on insulation alone, which is about 10% of the total project cost.

The company was registered in August 2023 in Voznesensk with a registered capital of UAH 1,000. The director and owner of the company, Vadym Orlov, has already received three government contracts worth almost UAH 5 million, and as an individual entrepreneur, he has completed more than UAH 33 million worth of work since 2017, specializing in roofing.

In addition, Mykolaiv is investigating possible overpricing of construction materials during the construction of radiation shelters. According to the investigation, such purchases could have led to unjustified budget expenditures.

It was established that in 2024, two contracts for the construction of shelters were concluded - for more than UAH 70 million and more than UAH 18.7 million, respectively. The pre-trial investigation also found that all the necessary construction materials for the work were purchased through Webcom LLC.
