The Chornomorsk City Council, with no competition, divided the contract for providing meals to students between two companies

The Education Department of the Black Sea City Council in Odesa Oblast conducted a series of procurement procedures to select a company that will be paid to organize meals for students at the community’s lyceums.

According to the Center for Public Investigations, this information is available on the Prozorro e-procurement system; a total of eight procurement procedures were conducted. 

Two companies were selected as winners: VitalMilHub LLC and Pivdenne Syaivo-11 LLC. The companies expect to earn a total of 46,588,000 hryvnias. 

According to the YouControl service, VitalMilHub LLC was registered in Odesa in 2019. The owner isNikita Lyubarsky, a resident of Kyiv. “Pivdenne Syaivo - 11” LLC was registered in 2024 in Chornomorsk. The owner is local residentSerhiy Ryabyi.

VitalMilHub LLC was awarded the right to provide meals to students in grades 1–4 and 5–11 at:

In total, the company expects to receive 13,118,800 hryvnias.

Pivdenne Syaivo-11 LLC will provide meals to students at: the Black Sea LyceumNo. 2, Black Sea LyceumNo. 3, Black Sea LyceumNo. 6, and theMalodolynskGeneral Secondary Education School. The total expected revenue is 23,460,700 hryvnias. 

In January, these same two companies also divided upthe contractsfor the community’s schools. The total value of the contracts at that time reached 65.5 million hryvnias. All procurements were conducted through open tenders with specific conditions and with only one company participating in each procurement.

Last year, these same two companies splitthe tendersfor the right to provide meals to students in the Chornomorska community’s schools. Since then, neither the schools nor the distribution has changed.
