The acting mayor of Odesa has a new deputy

Igor Koval, the acting mayor of Odesa, has appointed Olena Yakimenko, the former head of the Odesa City Council’s Department of Health, as his deputy.

According to information provided to Intentu by City Hall, she will begin her new position tomorrow, January 8. 

However, the order appointing Olena Yakimenko to the position has not yet been published on the city council’s website.

Olena Yakimenko submitted a declaration to the National Agency for the Prevention of Corruption as a candidate for the position, in which she stated that last year she became the owner of one-third of an office and medical center with a total area of 306.1 square meters. She also declared: a 66% share in a 78-square-meter apartment in Odesa, a 182-square-meter plot of land in Odesa, a 245.2-square-meter residential building in Odesa, a 21-square-meter plot of land, a 92.8-square-meter apartment, a 600-square-meter plot of land, a 1.9-square-meter storage room, a 14.5-square-meter parking space, a 20-square-meter garage—which her husband uses free of charge and which belongs to the Primorsky District Administration—her husband’s 56.5-square-meter apartment, his own 21-square-meter garage, a 300-square-meter plot of land, and her husband’s 71.6-square-meter summer house. There is also an unfinished house measuring 283.7 square meters.

As for vehicles, the couple owns a 2017 Toyota RAV4 Hybrid AWD, which belongs to Olena Yakimenko, and a 2022 OS P-5M trailer, which her husband purchased last year.

Their income consisted of the pensions of Olena Yakimenko herself and her husband—206,700 hryvnias and 333,900 hryvnias, respectively. Her salary at the medical university was 358,000 hryvnias; as a consulting physician at Med-Line LLC, she earned 120,800 hryvnias; and her income from entrepreneurial activities totaled 1,420,000 hryvnias. Volodymyr Olshevsky—the official’s husband—earned 752,700 hryvnias in salary from customs.

The couple’s combined savings total 580,800 hryvnias, 255,500 U.S. dollars, and 82,400 euros. Olena Yakimenko also has 1,160 U.S. dollars in a bank account.

In June 2021, Gennadiy Trukhanov, then mayor of Odesa, dismissed Olena Yakimenko, director of the Odesa City Council’s Department of Health, and appointed Levon Nikoghosyan as acting city council member. 

In June 2018, Odesa Mayor Hennadiy Trukhanovconfirmedthat the then-head of the Health Department, Yevhen Hryhoriev,had left his post. Olena Yakimenko was subsequently appointed to the position.

Olena Yakimenko was born on January 27, 1961, in Odesa. From 1999 to 2010, she served as head of the Health Department of the Odesa City Council. She was appointed byRuslan Bodelan and dismissed byOleksiy Kostusev.
