Taxes, urban planning and utilities: a session of the city council convened in Odesa

A session of the city council has been convened in Odesa. The deputies plan to consider issues of urban planning, communal property, taxes and land relations.

This was reported by the press service of the Odesa City Council.

The XLVI session of the Odesa City Council of the VIII convocation is scheduled for November 19, 2025. The meeting will be held at the following address: 1, Birzhova Square, Odesa, starting at 10:00. Traditionally, Intent will conduct an online broadcast.

The main issues on the agenda include the activities of the Odesa City Council and its executive bodies, discussion of target programs and concepts, urban planning, management of municipal property, taxes and fees, and land relations.

The deputies will also consider the creation, termination, change of name and approval of charters of municipal enterprises, institutions and establishments, as well as their activities. The session will also include consideration of deputy inquiries.

A live broadcast of the session will be provided for everyone, allowing citizens to follow the discussion of key city issues online.

The last session was convened by former Mayor Gennadiy Trukhanov on October 8. There were two main issues on the agenda: amendments to the City Target Program for the Provision of Social Services and Other Assistance to Vulnerable Categories of the Population of Odesa for 2024-2028, as well as amendments to the budget of the Odesa City Territorial Community for 2025.

The main event for Odesa was the deprivation of citizenship of Mayor Trukhanov. According to Anatoliy Boyko of the Committee of Voters of Ukraine, the authorities' actions have political overtones and are aimed at controlling regional centers before possible elections.

In the Intent. Insight program, MPs Mykhailo Shmushkovych (European Solidarity) and Oleh Etnarovych (Trust the Deeds) discussed the reasons for the political changes in Odesa and the motives of the central government. According to them, former mayor Gennadiy Trukhanov will remain the informal leader of the Trust the Deeds party, which will continue to influence local politics under his influence.
