State Audit Service reveals billion-dollar violation in Mykolaiv region's procurement

In Mykolaiv region, the State Audit Service found violations in procurement worth UAH 1.2 billion. During 2025, 235 tenders came under the attention of auditors, where the procedures were carried out in violation of the law.

This was reported by the State Audit Service of Mykolaiv region.

The most common problems were ignoring the rules for reviewing tender proposals and violating the deadlines for disclosing information - such cases were recorded in 93 procedures in each area. In another 20 tenders, auditors found violations directly during the signing of contracts.

For non-compliance with the law, 17 officials were brought to administrative responsibility. In total, 29 reports were drawn up as a result of the audits, and the amount of fines imposed on the violators amounted to UAH 100 thousand.

To fully compensate for the losses, the auditors handed over materials to law enforcement agencies, which have already initiated 11 pre-trial investigations, and another 34 materials have been added to existing criminal proceedings. The joint work with law enforcement agencies helped to identify violations that led to losses of almost UAH 83 million, and 25 people have already been notified of suspicion.

In addition to criminal prosecution, 30 officials were brought to disciplinary and financial responsibility, and two people were dismissed from their positions. Based on the results of the inspections, the heads of local authorities and organizations made 19 management decisions to remedy the situation.

Another area of focus was state financial audits, which covered municipal resources worth UAH 3 billion . In the course of these activities, experts identified ineffective decisions and risky transactions that have already caused or may lead to a loss of income and unnecessary expenses of UAH 185 million, as well as direct violations of the law of almost UAH 7 million. To improve financial discipline, the auditors provided 57 proposals, more than half of which have already been implemented, which allowed to recover and prevent losses of more than UAH 1.8 million.
